West Yost Associates recently added Kyle Rhorer as a vice president and chief strategic officer. He also will lead the firm’s Alternative Delivery Services Group, applying his specialized expertise in developing public-private partnerships for utility infrastructure. He has experience in alternative project delivery, strategic planning, program management, infrastructure financing and utility financial management.
