Elaine Cogan’s career is equal parts aspirational and inspirational.

She has earned a national reputation as a consultant in strategic communications and public strategies, and is recognized as a skilled facilitator on a wide range of public policy issues. She designed and managed a long list of notable strategic planning projects for clients that have included Lewis and Clark College and Marylhurst University, and has worked with building industry companies that include SERA Architects, HDR and Fortis Construction Co.

She is generous with her knowledge and experience, providing training for professionals that include public agency managers and staff, corporation executives and politicians. She has been featured in two training videos on communication that were produced by the Government Services Television Network for distribution around the country.

She’s a favorite among young women in Oregon looking for a strong mentor, and the leadership seminars she offers through the Portland State University Center for Women in Politics and Policy draw rave reviews from attendees.

Cogan is well-versed in multiple forms of media, including 15 years penning a public affairs editorial column for The Oregonian. In addition to writing two books of her own, she served as a co-author on a speaking guide for businesspeople and other professionals.

She is a past president of the League of Women Voters of Portland, and received a Distinguished Service Award from the League of Women Voters of Oregon. She also was the first woman president of Congregation Neveh Shalom and holds the distinction of being the first chairwoman of the Portland Development Commission.
