• Early assistance has been requested for a project to renovate a two-story, 105-year-old building at 3922-3928 N. Williams Ave. to include retail and commercial/residential uses, and construct a five-story, 18,000-square-foot detached building for retail, commercial and residential uses. The applicant is Quang Truong of LEVER Architecture, and the owner is 3928 Williams LLC.

• Early assistance is sought for a proposed retail pad in the northeast corner of a site at 9401 N.E. Cascades Parkway. The applicant is Aaron Hemquist of Target Corporation, and the owner is the Port of Portland.

• A pre-application conference is requested for the development of two towers at American Assets Trusts’ Oregon Square development in the Lloyd District, which was approved by the Portland Design Commission in November 2015. The approved project on a superblock bounded by Northeast Seventh and Ninth avenues and Holladay and Oregon streets included four primarily residential buildings: two 11 stories, one 21 stories and one 30 stories. The application filed last week by Kyle Andersen of GBD Architects is for two buildings, one 23 stories and one 11 stories, with an underground parking connection and ground-floor retail with an outdoor plaza. The owner is AAT Lloyd District LLC.

• A pre-permit zoning plan check is requested for a project to remove an existing single-family residence at 2215 N.E. Davis St. and construct a four-unit townhouse with an on-site dry well. The applicant is Ken Yu of Kaly Construction & Design Inc., and the owner is Megan Lee.

• A Type II design review is requested for updates to the Field Office project by project^ at 2030 N.W. 17th Ave., which received Type III design approval last year. The applicants are Andrew Schilling and Stefee Knudsen of Hacker, and the owners are Park Office LLC and Thomas Cody of Park Office LLC.

• A Type III design review is requested for Mill Creek Residential Trust’s Modera Davis, a 12-story, 204-unit market-rate apartment building with ground-floor retail space and 145 below-grade parking spaces at 205 N.W. 10th Ave. The project team received design advice from the Portland Design Commission last month. The applicant is Kurt Schultz of SERA Design LLC, and the owner is Jan D. Bruun-Petersen.
