Permits issued

• Dowl Inc. received a permit to perform a $1 million tenant improvement to Staples to move into a space presently occupied by Old Navy at 1610 N. Hayden Island Drive. The contractor is S.D. Deacon Corp. of Oregon.
• The Association of Unit Owners of Belmont Street Lofts Condominiums was issued a $1 million permit to replace defective exterior cladding at 915 S.E. 35th Ave. in the Sunnyside neighborhood. The applicant is Tim Lunsford Forensic Building and the contractor is S.D. Deacon Corp. of Oregon.
• Joseph Cho and Julie Cho received a building permit for a $1 million change of occupancy at 7710 S.E. Barbur Blvd. The addition of a Taco Bell restaurant will involve demolition of the existing property. The applicant is Novak Architecture and the contractor is DLA Construction Services.
• The Truman LLC was issued a $3.3 million permit to begin construction of a four-story mixed-use building at 1525 S.E. 44th Ave. The building will have retail space on the ground floor below 30 residential units. The contractor is PATH Construction.
• Conam Vancouver Williams Owner LLC received a $19 million permit to build a five-story apartment building at 2005 N. Williams Ave. in the Eliot neighborhood. The building will have one level of below-grade parking. The contractor is Pavilion Construction NW LLC.
• Oregon Homeworks LLC received a $1 million permit to build a three-story, 12-unit apartment building at 424 N.E. Jessup St. The contractor is Elliott Properties and the architect is Edge Development.
• Block 67 Development LLC was issued a $200,000 permit to add 67 panels of vision glass to the Yard tower at 22 N.E. Second Ave. in the Central Eastside. The applicant for the revision is Skylab Architecture and the contractor is Andersen Construction.
• A $22 million permit was issued to begin work at the Con-way redevelopment site at 1721 N.W. 21st Ave. in the Northwest District. JBA LLC will begin construction of two levels of subgrade parking. GBD Architects is the applicant.
• TRG-Burnside Development LLC was issued a $19 million permit to build a six-story apartment building at 55 N.E. Grand Ave. in the Central Eastside. The contractor is RJD Inc. and the applicant is Merryman Barnes Architects.

Permit intakes

• Run Our Dream LLC is pursuing a $7.4 million permit for a tenant improvement at 2815 S.W. Barbur Blvd. in south Portland. The project would involve new offices and meeting spaces, gym, stairs and support space. The contractor is Balfour Beatty Construction.
• KP Belmont 28 Real Estate LLC is pursuing a permit to demolish a one-story commercial building at 2731 S.E. Belmont St. in the Buckman neighborhood. The contractor is Turner Construction.
• Cascadia Behavioral Healthcare Inc. is pursuing a $7.8 million permit to build a new four-story, 52-unit apartment building at 3024 N.E. Martin Luther King Jr. Blvd. in the Albina neighborhood. The contractor is Colas Construction and the architect is Scott | Edwards Architecture.
• The city of Portland is pursuing a $4.4 million permit to build a new park at 5599 N.E. 75th Ave. in the Cully neighborhood, including new youth soccer fields, playground equipment and an off-lease dog area. The applicant is Verde Builds and the contractor has yet to be determined.
• The Portland Development Commission is pursuing an $8.4 million permit to build a three-story 29,000-square-foot office building with ground-floor commercial space at 9005 S.E. Foster Road in the Lents neighborhood. The architect is Holst Architecture and the contractor has yet to be selected.
