  • Design advice and a pre-application conference are simultaneously sought for a four-story development with basement and surface parking on a lot near the northeast corner of Northwest 23rd Avenue and Flanders Street, where a surface parking lot sits. The applicant is Edward Cronin of Works Partnership Architecture. The owners are Flanders PDX LLC, Oregon Ambassador LLC and Oregon Grand Avenue LLC; all are registered to the Northeast Portland address of Urban Development + Partners.
  • Design advice is requested for Greystar’s proposed 30-story mixed-use building with residential, hotel and retail space as well as five stories of below-ground parking. The applicant is Julie Bronder of ZGF Architects, and the owner is Fourth Avenue LLC.
  • Early assistance is sought for a proposed four-story, 50-unit apartment building with a basement garage and ground-floor retail space at 2502 S.E. 29th Ave. The site, at the corner of Southeast Division Street and 29th Avenue, currently has a single-story warehouse building that sold in June for $1.2 million to Lake Oswego-based Exceptional Homes by Andre Inc.   • Early assistance is pending for a proposal to divide a 1/3-acre residential property at 3248 S.E. 119th Ave. into five lots with an open space tract and private street. The applicant is Don James of Fowler Homes LLC, and the owner is Fowler Homes LLC.
  • Early assistance is pending for a proposed five-story apartment building with more than 70 units and ground-level parking at 5009 N. Interstate Ave. The applicants are looking to go through design review instead of meeting community design standards. The applicants are Bob Thompson and John Jamiel of TVA Architects, and the owner is Helen’s Investment Property LLC.
  • Early assistance is pending for a project to demolish existing warehouse structures at 627 S.E. Division Place and construct a new four-story self-storage facility. The applicant is Suzannah Stanley of Mackenzie, and the owner is Ross J. Sicilia.
  • Early assistance is sought to discuss an addition of up to two stories on top of the Living Room Theaters building at 341 S.W. 10th Ave. The extra floors would include additional theaters, food service, common space and potential office space. The applicant is Jon McGrew of Hennebery Eddy Architects, and the owner is Living Room Properties.
  • Early assistance is pending for a proposal to build a new 78-unit apartment building at 1725 S.E. Tenino St. The applicant is David Mullens of Urban Development Group, and the owner is UDG 17th & Tenino LLC.
  • A pre-application conference is sought for a full-block mixed-use development at 51 N.E. Weidler St. The proposed project would include a ground-floor auto dealership facing Northeast Broadway, commercial tenant spaces facing Northeast Weidler Street, below-grade parking and a vehicle service bay for dealership operations, one level of residential parking above the dealership and five floors of residential units. The applicants are Byron Balogh of LRS Architects and Michael Kahn of Kia of Portland, and the owner is Bellevue, Wash.-based OB Portland Properties LLC.
  • A pre-application conference is sought to discuss a new mixed-use development with two six-story buildings with ground-floor retail space and live-work apartments at 1510 N.E. Multnomah St. The applicant is Mark Schmidt of Holst Architecture, and the owner is Capref Lloyd Center LLC. The Portland Design Commission earlier this month approved Holst’s designs for another two-building project on the site, a Lloyd District superblock bounded by Northeast Multnomah and Holiday Streets and Northeast 13th Avenue and 16th Drive. According to Holst Architecture principal Dave Otte, this new application is for a study of the project’s second phase (not connected to the approved first phase), and Holst is meeting with the city to understand site constraints.
  • A pre-application conference is pending to discuss a modification to a previous Type III conditional use review for expansion of a post-incarceration facility at 6000 N.E. 80th Ave. The applicant is Jennifer Bragar of Garvey Schubert Barer, and the owner is Northwest Regional Re-entry Center.
  • A pre-application conference is sought to discuss dividing a 0.77-acre residential property at 3352 S.W. Spring Garden St. into four lots. The applicant is Rahim Abbasi of Abbasi Design Works, and the owner is Helen F. Rose.
  • A pre-application conference is pending for a proposal to change the comprehensive plan zoning and current zoning of a property at 5901 S.E. Belmont St. from R2 to CN1, consistent with adjacent commercial zoning. The applicant is Sarah Radelet of Strata Land Use Planning, and the owner is Aaron Tinkle.
  • A pre-application conference is sought for a proposal to use an existing 10,800-square-foot warehouse building at 14324 S.E. Stark St. for agricultural use. The applicant is Chip Dunn, and the owner is Casey Commercial LLC.
  • A pre-application conference is sought to discuss removing the conditional use of a parking lot at the corner of Northeast 26th Avenue and Killingsworth Street, and then completing a land division. The applicant is Meron Alemseghed of Dozer Construction, and the owner is Dozer Construction LLC.
  • A Type II design review is sought for modifications to a building at 1302 N.W. Kearney St. renovated recently. Proposed changes include replacing a pedestrian door and a roll-up door with windows. The applicant is Suzannah Stanley of Mackenzie, and the owner is Stagecraft Warehouse Investors LLC.
  • A Type III design review is pending for exterior alterations as part of a larger remodel of the One Main Place buildings at 101 S.W. Main St. The main entrance to Banner Bank at Southwest First Avenue and Salmon Street will be reconstructed, and there are changes proposed to the glass canopy that connects the two buildings, as well as demolition and reconstruction of elements of the plazas. The applicant is Suzannah Stanley of Mackenzie, and the owners are Madison-OFC One Main Place OR LLC and David Genrich.
  • A Type III design review is pending for a five-story mixed-use building with ground-floor retail space and basement parking at 1825 N.W. 23rd Ave. The applicant is Dave Mojica of Works Partnership Architecture, and the owner is ENT Ventures VI LLC, which is registered to developer Parker McNulty.
  • A Type II greenway is sought for river and wetland restoration at 12500 N.W. Marina Way. The applicant is Christopher Bozzini of owner Portland General Electric.
