CONSTRUCTION

Skanska has promoted Philip Carter to vice president to support its operations in Oregon and Southwest Washington. He will directly oversee project teams and pursuits, providing continuity from preconstruction through project completion. He will partner with Skanska鈥檚 clients to understand intended project outcomes for all stakeholders, and offer counsel. Carter has 34 years of experience working on project types including aviation, sports facility, K-12 education and higher education.
