Permits issued

• Housing Northwest Inc. was issued an $11.5 million permit to build a five-story wood-framed apartment building at 2031 S.W. 10th Ave. in the Southwest Hills, near Interstate 405. The applicant is SERA Architects and the contractor is Pavilion Construction NW.

• Quimby 19 LLC was issued a $12.6 million permit to build a six-story apartment building at 1885 N.W. Quimby St. The structure will have five stories over a post-tension podium, and 88 residential units. The contractor is Bremik Construction.

• Urban Development Group LLC was issued a $1.5 million permit to build a three-story, 12-unit apartment building at 7017 N.E. Grand Ave. in the Woodlawn neighborhood. The applicant is Chris Veit of Salem and the contractor is Adrian Vasile of Happy Valley.

• Mark R. Madden of Portland was issued a $2.4 million permit to build a three-story, 30-unit apartment building at 3605 S.E. 38th Ave. in the Creston-Kenilworth area. The applicant is Studio 3 Architecture of Salem and the contractor is WDC Construction LLC of Portland.

• Rosehill Investments LLC of Seattle was issued a $14.8 million permit to build a four-story building with a basement parking garage at 474 N.W. 23rd Ave. in the Alphabet District. The applicant is Ankrom Moisan Architects and the contractor is Bremik Construction.

Permit intakes

• Gunderson Properties III LLC is pursuing a $491,964 permit to change the type of occupancy at 11517 N.E. Marx St. in the Parkrose neighborhood to a marijuana grow facility. The applicant is Michael Laughlin of Portland.
• Phillips 66 Company of Bartlesville, Oklahoma, is pursuing a $1.6 million permit to build an off-load station and modular enclosures at 5528 N.W. Doane Ave. in the Northwest industrial area. The applicant is Sunoco Partners Marketing and Terminals LP and the contractor has yet to be selected.
