Richards joins Environmental Science Associates

Environmental Science Associates (ESA) has added Joe Richards to its Portland team as a senior civil and water resources engineer and project manager. He has more than 20 years of experience in stream restoration design, stormwater management, water supply, hydropower development, water quality investigations, hydraulic design, hydrologic analysis, and project monitoring and construction observation. He is a seasoned project manager and has assisted many metro-area clients, including the Portland Bureau of Environmental Services and the Multnomah County Drainage District. Richards is a licensed Professional Engineer in Oregon and a certified water right examiner.
