  • Early assistance is pending for a proposal by Portland Public Schools to use four classrooms at the First United Methodist Church, at 1838 S.W. Jefferson St., for five years for Lincoln High School. The applicant wants to explore the feasibility of the proposal through a review of Portland land use and building code requirements. The applicant is Steve Effros of Portland Public Schools, and the owner is the First Methodist Church of Portland Oregon.
  • Early assistance is sought for a proposal to relocate a wastewater treatment system from the west side of a warehouse building at 2705 N.E. Argyle St. to its east side. The applicant is Daniel Scarpine of Aquarius Environmental LLC, and the owner is SPII LLC.
  • Early assistance is requested for a proposed change in use as well as a renovation and an addition to an existing two-story warehouse building at 808 S.E. Alder St. A new proposed use is for wet lab tenant spaces of Group B occupancy and associated office space. The applicant is Alan Osborne of Hennebery Eddy Architects, and the owner is Roberti Investment Co LLC.
  • Early assistance is pending for renovations to the Congress Center building at 1001 S.W. Fifth Ave. Planned improvements include the renovation of the southwest corner plaza, conversion of a third-floor roof to a roof deck, and future interior improvements and structural alterations for the conversion of a lower level to parking. The applicant is Scott Brown of GBD Architects, and the owner is OR-Congress Center LP.
  • A pre-application conference is requested for a building envelope rehabilitation of an 89-year-old condominium building at 909 N.E. Brazee St. Work is to include stucco cladding replacement, window replacement, and door refurbishment or replacement. The applicant is Caroline Segsworth of Morrison Hershfield, and the owner is the Association of Unit Owners of Avon Manor Condominium.
  • A pre-application conference is sought for a proposed indoor marijuana production facility at 7916 S.E. Foster Road. The applicant is Brady Murray of Keenwood LLC, and the owner is 6D LLC.
  • A pre-application conference is requested for a proposal to build a new multistory automobile sales and service center at 15 N.E. Broadway, where a gas station sits currently. The building would have a ground-floor automotive showroom facing Northeast Broadway, below-grade service bay and parts storage, and vehicle inventory storage on the upper floors. The applicant is Byron Balogh of LRS Architects, and the owner is Pacwest Energy LLC.
  • A pre-application conference is sought for the renovation of Portland State University’s Neuberger Hall at 1855 S.W. Broadway. The renovation would include updating and modifying accessibility, fire and life safety, deferred maintenance, program adjustment and façade improvements. The applicant is Nick Hodges of Hacker, and the owner is the Oregon State Board of Higher Education. A separate pre-application conference is sought for use of three temporary surge sites to include temporary trailers to facilitate academic and staffing needs during the renovation.
  • A Type II adjustment is sought for parking requirements for a proposed 15-unit affordable housing development with tuck-under parking at 6449 S.E. 128th Ave. The applicant is Lisa McClellan of Scott | Edwards Architecture and the owner is Luke-Dorf Inc., a Tigard-based mental health care nonprofit.
  • A Type II adjustment is sought for the height of a proposed new apartment building from 45 feet to 55 feet at 8145 S.W. Sixth Ave. The applicant is Rodney Pfleiger of Bridgehead PDX LLC, and the owner is DJ Richardson Properties Limited Partnership.
  • A Type III conditional use review is sought to allow residential use in the EG1 zone for a project to include 15 row houses with six accessory dwelling units at 2135 N.W. 29th Ave. A separate Type III conditional use permit has been filed for mixed-use development at the same property, to include three separate mixed-use buildings and a stand-alone retail building. A street vacation is requested for Northwest Roosevelt Street east of Northwest 30th Avenue. The mixed-use buildings would contain approximately 350 to 400 units and 150 to 200 parking spaces. Adjustments to height requirements are sought for all proposed buildings. The applicant is Kurt Schultz of SERA Architects, and the owner is Cairn Pacific Properties 7 LLC.
  • A Type II design review is sought for a proposed four-story building with a basement at 8608 N. Lombard St, a site previously targeted for a boutique hotel. The building would have 30 residential units, ground-floor retail space and parking. The applicant is Alan Jones of Jones Architecture, and the owner is St John-3 LLC.
  • A Type II design review is pending for a parking reconfiguration project at 1650 N.W. Naito Parkway. Due to planned development on the south parking lot, parking will be relocated to the north parking area. The applicants are Bonnie Chiu and Tim Wybenga of TVA Architects, and the owner is Fremont Place LP of San Francisco.
  • A Type III design review with modifications is sought for a proposed six-story market-rate apartment building with 160 units, ground-floor retail space and 80 tuck-under parking stalls at 2620 S.W. First Ave., where a warehouse building sits currently. A pre-application request for the project in December called for a 120-unit building. The applicant is Kurt Schultz of SERA Architects, and the owner is La Grand Industrial Supply Co Inc.
  • A Type II historic resource review is sought for a proposed exterior terrace on the 13th floor of the Public Service Building at 920 S.W. Sixth Ave. The renovation of about 3,000 square feet would include an outdoor deck and new exit access stairs. The applicant is Erin Brouillette of TVA Architects, and the owner is Public Service Building LLC.
  • A Type II historic resource review is requested for a five-story shared housing project with 78 micro-studios and four parking spaces at 829 N. Russell St. The applicant is Li Alligood of Otak Inc., and the owner is Nez Hallett.
