  • Design advice is pending for the renovation and expansion of a four-story building occupied by Sears at 1260 N.E. Lloyd Center. The first and second floors will accommodate multiple tenants, the third floor will be expanded from 37,000 square feet to 75,000 square feet, and the fourth floor will be demolished. The applicant is Richard Brett of Burbank, California-based LDA Design Group, and the owner is Capref Lloyd Center East LLC of Dallas, Texas.
  • Early assistance is sought for a proposal to construct a slope treatment and permeable amendment barrier along the riverfront of the Kinder Morgan terminal at 11400 N.W. St. Helens Road. The applicant is Robert Truedinger of Kinder Morgan Liquid Terminals LLC, and the owner is GATX Tank Storage Terminals Corp. of Orange, California.
  • Early assistance is requested for a proposal to develop a vacant lot at 10350 N. Time Oil Road with approximately 135,000 square feet of paved area, approximately 265,000 square feet of concrete/soil mix storage areas, a detention pond, and perimeter landscaping. The applicant is Suzannah Stanley of Mackenzie, and the owner is Millican Properties LLC.
  • Early assistance is sought for a proposal to enhance security at a parking garage in the Rose Quarter on North Winning Way. The applicant is Susan Hartnett of the city of Portland, and the owner is the city of Portland.
  • Early assistance is requested for two five-unit affordable townhomes at 10859 E. Burnside St. The applicant is Andrew Montgomery of A P Montgomery, Architect, and the owner is National Urban Housing & Economic Community Development of Tigard.
  • Early assistance is sought for the renovation of a building at 112 N.W. 20th Ave. in the Alphabet Historic District; the project would include change of use from retail to single-family home. Renovations would include possible removal of second-story windows and replacement of existing wooden garage doors with glass doors. The applicant is David Horning of MOA Architecture LLC, and the owner is Colin Maclean.
  • A pre-application conference is sought for a project to build a new six-story, 114-unit studio apartment building with ground-floor retail space and nine parking spaces at 4708 N.E. Sandy Blvd. An existing building at the site, currently an Umpqua Bank branch, would be demolished. The applicant is Joshua Scott of Washington-based micro-housing developer Koz Development, and the owner is Umpqua Bank.
  • A Type II adjustment is sought for the renovation of a building housing a bowling alley at 3031 S.E. Powell Blvd. Adjustments sought are to the maximum height of freestanding signs and setback requirements. The applicant is Suzannah Stanley of Mackenzie, and the owner is MAJ Place HD LLC of Vancouver, Washington.
  • A Type II design review is sought for a new fourplex at 527 S.E. Spokane St. that is unable to meet community design standards. Adjustments are requested to parking and setbacks. The applicant is Zac Horton of Faster Permits, and the owners are Bulldog Capital LLC and Veristone Fund I LLC.
  • A Type II historic resource review is requested for proposed rehabilitation and reuse of the historic Chamberlain Hotel at 509 S.E. Grand Ave. The development, by Beam Development and Urban Development + Partners, calls for 57 hotel units to be integrated with a 14-story mixed-use building to be built on adjacent parcels. The applicant is Kristen Pickett of Works Progress Architecture, and the owner is Hotel Chamberlain LLC.
