, a fixed-based operator catering to private business travelers, has opened at Portland International Airport. , a Tigard-based contractor specializing in aviation work, wrapped work on the project in February after 11 months of construction. The firm served as the design-build contractor on the approximately $25 million project, working with the Portland office of California-based architects .

The project consists of two 30,000-square-foot hangars and a 12,000-square-foot terminal, as well as a fuel farm and a building to hold ground support equipment. The terminal features multiple office and conference rooms and amenity space for pilots, including a lounge and sleep rooms, with high-end finishes throughout.

Other work on the 12-acre site included rerouting a water main, construction of a parking lot, and landscaping. The project went from zero design definition to occupancy in 20 months, with crews sometimes working seven-day weeks to deliver the project on time. served as the civil engineers on the project, which also included , , and , which performed mechanical design/build work.
