Each building would contain approximately 4,000 square feet of retail space, 200-300 market-rate apartments and 150-200 off-street parking stalls in one level of structured underground parking and a partial level of structured at-grade parking.   • Design advice is pending to discuss the renovation of Portland State University鈥檚 Neuberger Hall at 1855 S.W. Broadway.   • Early assistance is sought for a project to construct a new convenience store, a fuel canopy and four fuel dispenser islands at 515 N.E. 82nd Ave. An existing convenience store, fuel canopy, dispenser islands and restaurant would be demolished.   • A pre-application conference is requested for a proposal to demolish a quarter-block building at 600 S.W. Fifth Ave. and replace it with a 215-room, 15-floor hotel. The applicant is Gary Golla of SERA Architects, and the owner is Katherine Tompros of Dublin, California.
  • A pre-application conference is sought for a proposed new Lexus dealership at 3075 N.E. Sandy Blvd, a 1.6-acre site that sold in November 2016 for $6 million. Plans are for a two-story building with one level of below-grade space. Ground-floor uses will include an automotive showroom and retail space with structured parking on the second and third levels, and an automotive service shop on the lower level.   • A pre-application conference is requested for a planned development at 5920 S.W. Patton Road incorporating a renovated residence and out-building with a seven-unit residential community. The applicant is Jack Sabin, and the owner is Aesha Al-Saeed.
  • A Type III conditional use procedure is sought for phase 1 of a 25-year master plan for Leach Botanical Garden at 6704 S.E. 122nd Ave. The proposal includes construction of a 1,190-square-foot welcome center, addition of 14 parking spaces, an internal pedestrian path system, and new garden and outdoor spaces.   • A Type II design review is requested for construction of a new three-story self-storage building with associated parking, utilities and landscaping at 6025 S.E. Powell St. The applicant is Bryan Barry of Austin, Texas-based Leon Capital Group, and the owner is 3 Dees Holdings LLC.
  • A Type 1x environmental review is sought for the replacement of two deteriorated pedestrian bridges that cross Crystal Springs Creek in Westmoreland Park at 7125 S.E. McLoughlin Blvd. The applicant is Jorge Villavicencio of Portland Parks & Recreation, and the owner is the city of Portland.
  • A Type II historic resource review is sought for tenant improvements on the ground-floor retail and basement space for the Washington Federal Bank branch in the historic Yeon Building at 622 S.W. Fifth Ave. Exterior alterations would include relocation of an entry door, replacement of an entry door with storefront, and ATM and night drop equipment accessible from the exterior. The applicant is Zachery Stokes of ZCS Engineering, and the owner is GC Yeon LLC of San Francisco.
  • A Type II historic resource review is requested for the conversion of a former 鈥渂oiler room鈥 tenant at the Merchant Hotel building, at 222 N.W. Davis St., to a Starbucks coffee shop.
