• Early assistance is requested for a proposed three-story wood-framed residential building on a 0.22-acre vacant lot on the 1500 block of Northwest 24th Avenue. The building would contain six units designed as flats for downsizing seniors/retirees, over a concrete basement serving as residential parking. The applicant is Scott Sholar of C2K Architecture Inc., and the owner is Nonetop LLC, which is registered to Karen Karlsson of KLK Consulting LLC.

• Early assistance is sought for a new four-story mixed-use building with 30 apartment units, ground-floor retail space and no parking at 1505 N.E. Killingsworth St., where a surface parking lot exists currently. The applicant is Matthew Brown of YBA Architects, and the owner is Seattle-based development firm Build Urban.

• Early assistance is requested for a new five-story, 150,000-square-foot mixed-use development at 8145 S.E. Sixth Ave., near the eastern side of the Sellwood bridgehead. The project would include 100 apartment units, 100 below-grade parking spaces and ground-floor commercial space. The applicant is Christopher Staggs of Ideas Collaborative, and the owner is Lake Oswego-based D.J. Richardson Properties LP.

• Early assistance is pending for a proposed 2,500-square-foot, one-story addition to Portland Youth Builders’ building at 4816 S.E. 92nd Ave. The project would include office space, classrooms and a conference room. The applicant is Sara Ruzomberka of Scott | Edwards Architecture, and the owner is Portland Youth Builders.

• Early assistance is sought for a proposal to demolish an existing house at 1139 S.W. Gibbs St. and build a new four-unit apartment building. The new building would consist of three for-rent townhome-style units facing Southwest Gibbs Street, and one owner-occupied unit on top with an entry facing Southwest 12th Avenue. The applicant is Francis Dardis of Stack Architecture, and the owner is Lawrence Margolin.

• Early assistance is sought for a project to construct a three-foot-wide natural-surface hiking trail, including three bridges and a small boardwalk, between Marshall Park and Tryon Creek State Park in Southwest Portland. The trail segment would replace an existing unofficial trail, which would be decommissioned and restored to natural habitat conditions. The total length of the proposed segment of trail is approximately 2,315 feet. The applicant is Ian Matthews of Oregon Parks and Recreation, and the owner is the state of Oregon.

• A pre-application conference is pending for an alteration to the north façade of the building at 2815 S.W. Barbur Blvd., which is being renovated for sports apparel and shoe company Under Armour. The proposed alteration is the carving of a 1.5-inch deep logo-shaped reveal into the plaster wall; material and color are to be maintained and the affected surface area is under 500 square feet. The applicants are Jenna Pairolero of Lever Architecture, and Rob Brewster of Seattle-based project owner Run Our Dream LLC.

• A Type II historic resource review is pending for the conversion of a space at the historic Merchant Hotel building at 222 N.W. Davis St. from a bar to a Starbucks coffee shop. Scope of work includes creating accessible entries, replacing some of the historic features, restoring historic windows, and adding new signage and paint. The applicant is Rafia Darwish of Seattle-based GPD Group, and Mike Watanabe of Starbucks, and the owner is SFII Naito Old Town LLC, which is registered to San Francisco-based Swift Real Estate Partners.
