  • Early assistance is pending for a proposal to convert a building at 737 S.E. Sandy Blvd. from a law office and automotive repair facility into a brewery. The building’s footprint would remain the same, the parking lot would be regraded from sloped to flat, and a retaining wall would be installed along Southeast Sandy Boulevard. The applicant is Kevin Grant of C2K Architecture, and the owner is Stark & Sandy Building LLC.
  • Early assistance is sought for a project to demolish an 89-year-old church building at 337 N.E. 47th Ave. and secure two property line adjustment lot confirmations with a three-lot partition, for a total of five lots at completion. The applicant is Kevin Partain of Urban Visions, and the owner is Lighthouse Mission Church Inc.
  • Early assistance is sought for possible lot confirmations and property line adjustments, and the renovation of an existing office building at 1500 N.E. Irving St. The building renovations would be mostly interior; the owner wants to seal and pressure-wash the five-story concrete building. The applicant is Jake Raiton of Green Light Development, and the owner is SCRE II Eastside LP of Vancouver, British Columbia.

  • Early assistance is pending for construction of a new 11-story hotel with approximately 177 rooms on a lot at 539 S.W. 10th Ave. currently occupied by food carts and surface parking. The applicants are Pete Miller of DLR Group and Matthew Mering of Minneapolis-based Graves Hospitality. The owner is L-63 LLC, which is managed by limited liability companies registered to Doug and Greg Goodman of Downtown Development Group.
  • Early assistance is pending for the demolition of an auto sales building at 1604 E. Burnside St. and development of a new 83-room hostel with a restaurant and coffee shop, and no parking. The applicant is Michael Parshall of Woodblock Architecture, and the owner is Blizzard Properties LLC of Lake Oswego.
  • Early assistance is sought for the consolidation of four lots at 1424 N.E. 33rd Ave., vacation of Northeast Halsey Street, demolition of an existing house, and construction of four six-plexes containing 1,000-square-foot two-bedroom condominiums with first-floor garages. The project would involve affordable housing and be built using modular construction. The applicant is Royce Tolley of Lake Oswego, and the owner is Laurelhurst Housing LLC.
  • Early assistance is requested for an update to the exterior of a McDonald’s restaurant at 10245 N.E. Halsey St. The project would include reconfiguration of the drive-thru and new signage. The applicant is Jamie Trenda of Kirkland, Washington-based Freiheit & Ho Architects, and the owner is Golden Arch Limited Partnership of Columbus, Ohio.
  • Early assistance is sought for the conversion of an existing convenience store at 3275 N.E. Killingsworth St. into an OnPoint Credit Union. The project would include an update to the exterior design, site improvements, and upgraded parking to improve accessibility. The applicant is Rick Tiland of Tiland/Schmidt Architects, and the owners are Tae Won Kang and Woe Sook Kang of Carrollton, Texas.
  • A Type II adjustment is pending for a request to defer nonconforming upgrades associated with the rehabilitation of Veterans Memorial Coliseum at 300 N. Winning St. The applicant is Damien Hall of Ball Janik LLP, and the owner is the city of Portland.
  • A Type III conditional use procedure is sought for a new six-story mixed-use building at 3185 N. Vancouver Ave. The building would consist of 202 group living units, eight apartment units, shared kitchens on each floor, 56 parking spaces, and three commercial tenant spaces on the ground floor. The applicant is Mike Coyle of Faster Permits, and the owner is Solterra Strata LLC of Seattle. The applicant and owner (as Solterra Antelope LLC) are also seeking a Type II design review for a four-story building at 177 N. Failing St. The project would measure 44,700 square feet, with 88 group living rooms provided in 16 dwelling units, as well as two one-bedroom and two two-bedroom apartments, six live-work units, resident amenity space and below-grade parking. Both projects have changed in density and scope since originally proposed in light of a recent leadership split at SolTerra.
  • A Type II design review is pending for the remodel of a McDonald’s restaurant at 1835 W. Burnside St. Proposed changes include new siding, accent walls, removal of a mansard roof for parapets, optimization of the drive-thru to add a second order point, ADA upgrades, and new bathroom, dining room, order counter and kitchen. The applicants are Robert Yagusesky of McDonald’s Corporation and Jamie Trenda of Freiheit & Ho Architects, and the owner is McDonald’s Corporation.
  • A Type II greenway procedure is pending for a proposal to demolish a petroleum terminal dock at River Mile 8.7 of the Willamette River, at 3640 N.W. Front Ave. The project would involve systematic demolition of existing dock facilities, which include a timber approach trestle, main pier structure, two cranes, several buildings along the main pier, pipe way along the south side of the pier, two mooring dolphins, and approximately 300 piles. Work would also include bank stabilization above the river’s ordinary high water line. The applicant is Carol Campagna of Equilon Enterprises LLC, and the owner is Equilon Enterprises LLC of Houston, Texas.
