  • A design advice request and a pre-application conference are sought for changes to the Block 103 building of American Assets Trusts’ proposed Oregon Square development on a Lloyd District superblock bounded by Northeast Seventh and Ninth avenues and Holladay and Oregon streets. The project was approved for the second time by the Portland Design Commission in October 2016 after American Assets Trust earlier in the year decided to develop the project in two phases. Changes are sought to the approved design of Block 103, which originally was proposed as a 30-story residential tower; the applicant is seeking to instead build a mixed-use speculative commercial office building on the site, which occupies the southeast block on the property. The building, along with the approved design of Block 102 on the northeast block of the site and the approved buildings planned for the western portion of the site, will surround a public plaza for pedestrians only. Two levels of below-grade parking are proposed beneath Block 103, with the opportunity to connect to Block 90 on the southwest portion and Block 91 on the northwest. Changes to blocks 90 and 91 will add one level of below-grade parking. The applicant is Kyle Andersen of GBD Architects, and the owner is AAT Lloyd District LLC.
  • Early assistance is requested for replacement and expansion of a Bureau of Environmental Services pump station on a right of way adjacent to 1702 N.E. 92nd Ave. The project could possibly include tree removal, work tied to stormwater issues and antenna pole relocation. The applicant is Huong Nguyen of the Bureau of Environmental Services, and the owner is JDM – 1702 NE 92nd Avenue Building LLC.
  • Early assistance is sought for construction of a three-story, four-unit townhouse on a lot at 2420 S.W. Hoffman Ave. The applicant is Barry Smith of Barry R Smith PC Architect, and the owner is Martin Kehoe.
  • Early assistance is requested for the proposed renovation of a building at 828 N. Killingsworth St. for residential and mercantile use. The applicant is Jennifer Rinkus of Baysinger Partners Architects, and the owner is Portland Community College.
  • Early assistance is sought for a proposal to renovate a 99-year-old warehouse building at 831 S.E. Salmon St., part of Ecotrust’s The Redd on Salmon Street food production and distribution campus. Primary uses are food manufacturing, warehousing and freight movement. The applicant is Dana Krawczuk of Perkins Coie, and the owner is The Redd LLC.
  • Early assistance is pending for improvements to a building housing a Starbucks store at 1503 N.E. Martin Luther King Jr. Blvd. Changes would include new elevation composite cladding finish, new drive-thru and walk-up canopy, trash enclosure, and site improvements. The applicant and owner is Holy Rosary Church of Portland (Leased Starbucks Corp).
  • Early assistance is requested to change the zoning of a property on the 2500 block of Northeast Multnomah Street to allow post-acute rehabilitation services. The property is currently zoned IG2 and R2.5. The applicant is Kelly Hossaini of Miller Nash Graham & Dunn LLP, and the owner is Zek LLC.
  • A pre-application conference is sought for construction of a new two-story church with a parking lot on an unimproved parcel at 5727 S.E. 136th Ave. The applicant seeks to use the portion of the site zoned CN2 as the parking lot, and the portion zoned R2a as the structure. The applicant is Jae Kang of Onnuri Evangelical Church, and the owners are Sung Kim and Mi Kim.
  • A Type II adjustment is sought for changes to a planned four-story, 89-unit apartment project at 1717 S.E. Tenino St. The adjustment to the parking requirement would change the number of spaces from 26 to zero. The applicant is David Mullens of Urban Development Group, and the owner is UDG 17th & Tenino LLC.
  • A Type III comprehensive plan map amendment with a zone map amendment is requested for a property at 5421 N.E. 14th Place, currently the site of a nine-unit apartment building. The site would be rezoned from R1 to CS for construction of a proposed four-story mixed-use building, the Harvey Rice Heritage Center, with 20 residential units, 4,300 square feet of office on the second floor, and 2,820 square feet of retail space on the ground floor, with 10 on-site parking spaces. The applicant is Loulie Brown of Sabin Community Development, and the owner is Estates Plaza Affordable Housing Inc.
  • A Type III conditional use review is sought for a pre-treatment wastewater facility at 4927 N.W. Front Ave. The applicant is Joe Thuney of PPV Inc., and the owner is BDC Properties LLC.
  • A Type II design review is pending for the addition of a fifth-floor rooftop terrace and mounting of two satellite dishes on the sixth-floor roof of the building at 1320 S.W. Broadway. The applicant is Stephen Blackstone of IA Interior Architects, and the owner is Portland 1320 Broadway Real Estate Holding LLC.
  • A Type II design review is sought for minor changes to two buildings under construction on Oregon Health & Science University’s South Waterfront campus. The applicants are David Staczek and Kristina Thomsen of ZGF Architects. For the Rood Family Pavilion building at 3410 S.W. Bond Ave., the applicants are seeking to reduce the space required between bike storage racks, increase the height of a glass guardrail in a children’s play area, which would exceed the 75-foot height limit, and switch from glass to metal paneling on a small portion of the tower. For the Center for Health and Healing South building at 3485 S.W. Bond Ave., the applicants are looking to add two large signs and remove an outdoor trellis that impedes on the 75-foot height zone.
