• Early assistance is sought for deconstruction of an existing single-family residence at 2890 S.E. Division St., and construction of two buildings with three townhomes in each. The project would include new curb cuts and driveway access to garages in four of the units. The applicant is Joseph Karman of Joseph A. Karman Architects, and the owner is JSM Equities LLC, which is registered to Steven Melkerson.

• Early assistance is requested for a new four-story affordable housing addition to an existing phase one building at Northeast Martin Luther King Jr. Boulevard and Fargo Street. The building would include 50 housing units and nine ground-floor surface parking spots. The 47,500-square-foot building would be designed to community design standards. The applicant is Julio Rocha of LRS Architects, and the owner is Innovative Housing Inc.

• Early assistance is sought for a six-unit condominium project on an unimproved parcel at 6836 S./N.E. Grand Ave. The applicant is Peter Kusyk of Firenze Development Inc., and the owners are Robert Bruce, Kathryn Davison and Deborah Stein.

• Early assistance is pending for the potential renovation and expansion of the two-building Wells Fargo Center at 1300 S.W. Fifth Ave. The bank announced the sale of the buildings earlier this summer. The applicant is Allison Reynolds of Perkins Coie, and the owner is First Interstate Bank of Oregon.

• A pre-application conference is sought for modifications to an approved conditional use master plan for additions to a skilled nursing facility at 1475 S.E. 100th Ave. The applicant is Gretchen Stone of CB Two Architects, and the owner is Oregon Conference Education Association.

• A Type II design review is pending for façade design changes and an interior tenant improvement on a Starbucks store at 1525 N.E. Martin Luther King Jr. Blvd. Proposed changes include a new drive-thru and walk-up canopy, trash enclosure, and site improvements. The applicant is Fenn Moun of Irvine, Calif.-based WD Partners, and the owner is Holy Rosary Church of Portland.

• A Type II design review is pending for a proposal to demolish an existing house at 1840 S.W. Main St. and replace it with a three-unit multifamily building. The applicant is Michael Howells of Howells Architecture, and the owner is Michael Leis.

• A Type II design review is pending for the remodel of the SmartPark parking garage at 730 S.W. 10th Ave. The $17.5 million remodel would improve the ground-floor retail experience, replace stair/elevator towers, and replace or upgrade a number of mechanical systems. The applicant is Christine Rumi of FFA Architecture & Interiors, and the owner is the city of Portland.
