  • Design advice, early assistance and a pre-application conference are pending for a new five-story building for the Elks Children’s Eye Clinic at 3181 S.W. Sam Jackson Park Road at Oregon Health & Science University. The project also includes an enclosed pedestrian bridge and a below-grade tunnel connection to the existing facility. The applicant is Ron Lai of owner OHSU.
  • Design advice is sought for a new 18-unit apartment building on the 2200 block of Northwest Kearney Street – currently an unimproved lot. The applicant is Mike Osterman of Osterman Design Inc., and the owner is Lake Oswego-based developer Andrey Koshuba.
  • Early assistance is pending for installation of new exterior windows and envelope over an existing five-story low-income senior apartment building at 5800 N.E. Center Commons Way. The applicant is Michael Roberts of LRS Architects, and the owner is Center Commons Preservation of Seattle.
  • Early assistance is pending for removal of a bridge and repair/replacement of east and west pedestrian bridges on Lewis & Clark College property at 0615 S.W. Palatine Hill Road. The applicant is Mike Coyle of Faster Permits, and the owner is Lewis & Clark College.
  • Early assistance is pending for a project to convert the east portion of a building at 3033 N.W. Yeon Ave. from its current use as an auto body shop to storage. A new loading dock will be created on the building’s south side. The applicant is Jennifer Kimura of VLMK Engineering + Design, and the owner is Park Industries LLC.
  • Early assistance is pending for a new trail bridge over Tryon Creek in the Foley-Balmer Natural Area in Southwest Portland. The project also includes stream restoration work in Tryon Creek. The applicants are Jill Hutchinson of Portland Parks & Recreation and Marc Peters of the Bureau of Environmental Services, and the owner is Metro.

Hutchinson has also requested early assistance for a new trail bridge over a small tributary of Tryon Creek in Southwest Portland’s Marshall Park. The owner is the city of Portland.

  • Early assistance is pending for changes to a building, at 2430 S.E. Division St., that currently contains the Reel ‘M Inn Tavern and a machine shop. The proposed project would convert the machine shop to a brewery and tasting room, and add a roof deck. The applicant is John Weil of John Weil Architecture, and the owner is Salome LLC, which is managed by Chris Briggs of Southeast Portland.
  • Early assistance is pending for construction of a pair of 12-unit apartment buildings on neighboring properties, each currently the site of a single-family home, at 1610 N. Willis Blvd. and 1616 N. Willis Blvd. The lots will not be consolidated, and will be under the same ownership soon. No parking will be provided. The applicant is Edward Radulescu of EPR Design LLC, and the owners are Paul White and Rodney Allen.
  • Early assistance is pending for a seismic upgrade and addition of a 3,000-square-foot second-floor penthouse to an 88-year-old warehouse building at 1640 N.W. Irving St. – a contributing structure in the Alphabet Historic District. The applicant is Jennifer Nye of William Wilson Architects PC, and the owner is Zelda LLC.
  • Early assistance is pending for a 4,500-square-foot tenant improvement on the ground floor of the 38 Davis mixed-use building at 38 N.W. Davis St. Two retail spaces will be combined and used as a private restaurant. The applicant is Isaac Adams of Studio Petretti Architecture, and the owner is 8L LLC, which is managed by Gerding Edlen.
  • Early assistance is pending for a proposal to build a three-story residential building with nine units at 6324 N.E. Glisan St. An existing duplex on the property would remain. The applicant is Tracy Peterson of Bluedog LLC, and the owner is Philip Bent.
  • A pre-application conference is sought for the phased development of TriMet’s Powell Bus Barn site at 9800 S.E. Powell Blvd. with new maintenance facilities, fuel and wash buildings, expanded bus and employee parking, and a proposed new traffic signal at Southeast Powell Boulevard and 99th Avenue. The applicant is Karen Karlsson of KLK Consulting, and the owner is TriMet.
  • A Type II adjustment procedure is pending to waive the loading requirement for a new five-story, 90-room hostel with a ground-floor restaurant, a coffee shop, a bar and a public rooftop patio, at 1604 E. Burnside St. The applicant is Michael Parshall of Woodblock Architecture, and the owner is Blizzard Properties LLC, which is managed by Kristy and Douglas Blizzard of Lake Oswego.
  • A Type II adjustment procedure is sought for changes to height, setback and pedestrian standards for a three-story condo building on a 0.22-acre vacant lot on the 1500 block of Northwest 24th Avenue. The applicant is Karen Karlsson of KLK Consulting LLC, and the owner is Nonetop LLC, which is registered to Karlsson.
  • A Type II design review is pending for the renovation of an existing Starbucks store with a drive-thru at 6003 N.E. Martin Luther King Jr. Blvd. The applicant is Haley Becker of Akron, Ohio-based GPD Group, and the owner is David Bussone of San Jose, California.
