• Early assistance is sought for development of an unimproved 1-acre lot on the 100 block of Southeast 139th Avenue into nine lots, with four attached units and five single-family residences, each two stories with two-car garages. • Early assistance is requested for construction of a new 150,430-square-foot multi-tenant tilt-up industrial building at 4615 N.E. 158th Ave. An on-site wetland mitigation pond is proposed to connect to the adjacent Columbia Slough. The applicant is Suzannah Stanley of Mackenzie, and the owner is Kelley Callahan of Phoenix, Arizona.

• Early assistance is sought for a new community boathouse on a Central Eastside riverfront parcel between Southeast Market and Stephens streets. The applicant is Patrick Quinton, former executive director of Prosper Portland, and the owner is the Oregon Museum of Science and Industry.

• Early assistance is requested for tenant improvements and development of a former printing plant at 2000 N.W. Wilson St. Improvements will include a new ramp at an existing loading dock and an accessible entry. The applicant is Zachary Freund of LRS Architects, and the owner is NW 2000 Wilson LLC. The project, called The Hopper, is a collaborative development between Hawaii-based Watumull Properties Corp. and Winkler Development.

• Early assistance is pending for change of use of the Alberta Abbey building, a former church property at 126 N.E. Alberta St., to a community facility, and for redevelopment of an accessory parking lot into group living housing. The applicant is Giovanni Sidari of Waechter Architecture, and the owner is Alberta Abbey Fellowship LLC.

• Early assistance is pending for deconstruction/demolition of a single-family home (now used as a commercial building) at 506 N.E. Alberta St., and construction of a five-story affordable housing building with ground-floor community space. The applicant is Giovanni Sidari of Waechter Architecture, and the owner is Citizens Better Transit Inc.

• A pre-application conference is sought for improvements to the PacWest Center at 1211 S.W. Fifth Ave. The project would include exterior improvements to the two main entrances on Southwest Fifth and Sixth avenues, including new partial glazing and canopy, site finishes and landscaping, canopy removal on Southwest Sixth Avenue, and new terrace finishes and landscaping on level three. The applicant is Dustin White of GBD Architects, and the owner is TR PacWest LLC of Chicago.

• A Type II adjustment procedure is pending for setback standards on a project to add a second story to an existing four-unit, single-story apartment building at 1915 S.E. Main St. The applicant is Laura Migliori of Laura Migliori Architect, and the owners are Paul Kelly and Robert Lechert.

• A Type III demolition review is sought for partial demolition of a single-story contributing building, at 416 N.W. Fifth Ave. in the New Chinatown/Japantown Historic District. A new 14-story, 150,000-square-foot, mixed-use development is proposed for the site and an adjacent parcel. The applicant is Paul Jeffreys of Ankrom Moisan Architects, and the owner is Brandt 416 LLC; its sole member is William Brandt of Tallahassee, Florida.

• A Type II design review is sought for changes to a 132-year-old office building at 1123 S.W. Yamhill St. Proposed improvements include providing ADA access to the first floor with a mechanical lift and new stairs to the entry lobby. The applicant is Robert Evenson of Robert Evenson Associates, Architect, and the owner is Tilbury Building Associates LLC, which is registered to Carol Studenmund.

• A Type II land division review is sought for an 18-lot subdivision and street improvements at 13234 S.E. Harold St. All existing structures on the 2.38-acre site will be demolished. The applicant is Ante Skoro of owner Clearwater Homes LLC.
