Permits issued

  • A $601,000 alteration permit was issued for the conversion of a building at 225 N.E. 80th Ave. from a funeral home to a church. Tenant improvements include demolition and replacement of slab, removal of interior walls to create a sanctuary and vestibule, replacement of stairs, new restrooms, kitchen and offices, converting a second-floor landing to an apartment, replacement of windows, and parking lot improvements. The applicant is Jonathan Dunn of Woodblock Architecture, the contractor is Deacon Construction, and the owner is Rose City Church of the Nazarene.
  • A $2.14 million alteration permit was issued for renovations to the Heathman Hotel at 1001 S.W. Broadway. Work on floors three through 10 will include improvements to guest rooms and corridors, new finishes, and reconfiguration of eight guest rooms and bathrooms for accessibility requirements. The applicant is Steve Rossi of San Diego-based Rossi Architecture, the contractor is Lynden, Washington-based Elements of Hospitality Inc., and the owner is PDX Pioneer LLC of Bethesda, Maryland. A separate permit valued at $78,500 was issued for second-floor improvements, including removal of partition walls and conversion of existing offices to a new fitness room and administrative room.
  • A $3.187 million permit was issued for construction of a new four-story mixed-use apartment building at 1260 S.E. Lambert St. The building will include three ground-level tenant spaces, a total of 30 residential units on the upper floors and a parking garage. The applicant is Brian Cox of Salem-based Lenity Architecture, the contractor is JF Construction Co., and the owner is Senior Housing Partners LLC, which is registered to Eric Jacobsen of Lake Oswego-based Jacobsen Development Group.
  • A $1.576 million permit was issued for construction of a three-story apartment building with 16 units and a ground-floor retail space at 3539 S.E. Milwaukie Ave. The applicant and contractor are Dusty Wickham of Deform NW LLC, and the owners are Andrew and Dawn Leritz.

Permit intakes

  • A $6.55 million permit is under review for renovation of Hotel Chamberlain at 509 S.E. Grand Ave. The 111-year-old building for decades housed a Schleifer Furniture store. The project will include a change of occupancy on the ground floor from M to A-2, a seismic retrofit and a major remodel of the entire building including new storefront, entries, canopies, elevator, egress stairs, roof, stormwater facilities and demising walls. The applicant is Nicholas Locke of Works Progress Architecture, and the owner is Hotel Chamberlain LLC. The project is a partnership between Beam Development and Urban Development + Partners.
  • A $1.6 million permit is under review for construction of a new three-story, six-unit apartment building at 5717 N. Greeley Ave. The applicant is Janna Briski, and the owner and contractor is Firenze Development Inc. of Wilsonville.

Facility permits issued

  • A $400,000 alteration permit is under inspection for the remodel of a Fred Meyer store at 1111 N.E. 102nd Ave. The scope of work includes selective demolition of walls, doors, soffit and ceilings, and installation of new walls, casework, concrete slab, steel columns, interior storefront walls, shelving, cooler, plumbing and electrical items. The applicant is Cathy Miller of Boise, Idaho-based Engineering Consultants Inc., the contractor is Curt Faus Corp., and the owner is Duane Co. of Cincinnati, Ohio.
  • A $1 million alteration permit was issued for tenant improvements to an expanded space for Mozilla’s offices at 1120 N.W. Couch St. Work will include demolition of walls and construction of new walls to create an open office area, video rooms, a break/lounge area, and community, phone, meeting, production and bike storage rooms. The applicant is Kate Stuart of GBD Architects, the contractor is Swinerton Builders, and the owner is Mept Brewery Block 2 LLC of Southlake, Texas.
  • A $1.22 million alteration permit was issued for improvements on the fourth floor of Portland State University’s University Center Building at 527 S.W. Hall St. Work is to include removal of most partitions and doors, new walls for clinic/testing rooms, multiple offices, conference room, break room, restrooms and reception area. The applicant is Nick Hodges of Hacker, the contractor is Fortis Construction, and the owners are George PSU Lease LLC et al and Portland State University.
  • A $500,000 alteration permit was issued for tenant improvements to the first and second floors of the Oregon Convention Center at 777 N.E. Martin Luther King Jr. Blvd. Work is to include a new conference room, entry and locker area, remodel of an existing break room, new offices, storage space, floors and finishes, and plumbing and electrical work. The applicant is Nancy Strening of owner Metro, and the contractor is First Cascade Corp.

Facility permit intakes

  • A $950,000 alteration permit is under review for a tenant improvement to an athletic facility on the ground floor of the U.S. Bancorp Tower at 111 S.W. Fifth Ave. The scope of work is to include new walls to relocate bathrooms, showers and locker room area, and new client rooms, waiting room, studio, fitness and bike rooms, and a stretching area. The applicant is Breanna Walters of GBD Architects, and the contractor is Russell Construction Inc.
  • A $24.6 million alteration permit is under review for improvements to the Portland Building at 1120 S.W. Fifth Ave., including building reconstruction, building enclosure, exterior alterations and site improvements. The applicant is Erica Ceder of DLR Group, the contractor is Balfour Beatty Construction, and the owner is the city of Portland.
