Building permits issued

• A $9.8 million addition permit was issued for bond-funded work on the Grant High School modernization project at 2245 N.E. 36th Ave. Permitted work includes adding a new interior floor and seismic upgrade of an original gymnasium including abatement, selective demolition, and full modernization to convert the building into a new art complex, as well as abatement and selective demolition, new second-floor framing, masonry and façade restoration, under-slab MEP, below-grade waterproofing, and seismic upgrades to the main building. The applicant is Alyssa Leeviraphan of Mahlum Architects, the contractor is Andersen-Colas Construction LLC, and the owner is Portland Public Schools.

• A $3 million alteration permit is under inspection for improvements to a five-story building damaged by an explosion at 2281 N.W. Glisan St., including repair of damaged structural members, terrace and roof, installation of new MEP systems, exterior cladding, elevator, interior walls, fixtures and finishes. The applicant is Dan Koch of Allied Works Architecture, the contractor is R&H Construction, and the owners are Robert and Ann Sacks.

• A $1.5 million alteration permit was issued for a tenant improvement at 633 N.E. 12th Ave. Work will include replacement of exterior cladding at the north and east elevations of an auto sales building, reconfiguration of a showroom and sales office, and reconfiguration of parking to accommodate a new accessible ramp. The applicant is Alex Karel of LRS Architects, the contractor is R&H Construction, and the owner is VRA Properties LLC.

• A $67,486,554 permit was issued for construction of The Collective on 4th, a new 15-story residential/commercial building with four sub-levels of parking at 1818 S.W. Fourth Ave. The applicant is Mike Coyle of Faster Permits, the contractor is John Hyland Construction Inc., and the owner is Fourth & Harrison LLC. The project is being developed by Chicago-based student housing builder Core Spaces.

• A $3 million permit was issued for construction of a new four-story, 15-unit apartment building (building four of a complex) at 3680 S.E. 29th Ave. The applicant is Tim Richard of contractor Siteworks Design | Build, and the owner is Sunshine Portland LLC of Friday Harbor, Washington.

• A $25 million new construction permit was issued for Harsch Investment Properties’ new 10-story industrial office building and parking garage at 7 S.E. Stark St. The building will consist of five stories of cast-in-place concrete slabs and columns and five stories of steel framing with composite steel-floor decks. Six floors will be dedicated to parking, and four floors will house industrial and traditional office space. The applicant is Lucy O’Sullivan of Works Partnership Architecture, the contractor is Hoffman Construction, and the owner is 87 Stark Street LLC.

• A $3,325,569 new construction permit was issued for a maintenance garage with a mezzanine and parking spaces at 1818 S.E. Lafayette St. The applicant is Christine Rumi of FFA Architecture & Interiors, the contractor is Fortis Construction, and the owner is Portland General Electric.

Facility permits issued

• A $1.4 million alteration permit was issued for improvements to the lower level and main floor of the Umpqua Bank Plaza building at 1 S.W. Columbia St. Work is to include demolition, construction of a new storefront and finishes, relocation of bike racks, and removal of the glass roof of an exterior gazebo. The applicant is Devan Darsow of contractor Swinerton Builders, and the owner is Umpqua Plaza Property LLC of Chicago.

• A $700,000 alteration permit was issued for a tenant improvement for ESCO Corp. at the Montgomery Park building at 2701 N.W. Vaughn St. The applicant is Kate Stuart of GBD Architects, the contractor is Johnson Project Solutions Inc., and the owner is Montgomery Park I LLC.

• A $500,000 alteration permit was issued for construction of a rooftop lounge at Breakside Brewery, 2170 N.W. Raleigh St. The applicant is Jeff Erwin of contractor O’Brien & Company, and the owner is Block 296 Slabtown LLC.

• A $1,469,142 mechanical alteration permit was issued an Adidas tenant improvement on the sixth floor of the Montgomery Park building at 2701 N.W. Vaughn St., including new water source heat pumps, exhaust fans, ductwork, grilles, diffusers and electrical. The applicant is Brad Manchester of contractor American Heating Inc., and the owner is Montgomery Park I LLC.

Facility permit intakes

• A $900,000 alteration permit is under review for improvements to the Harrison Square building at 1800 S.W. First Ave., including a lobby/common area addition and tenant improvement, new exterior canopy, and replacement of a second-floor curtainwall. The applicant is Bill Bezio of Mackenzie, the contractor is Precision Construction Company, and the owner is Harrison Square LLC.

• A $540,276 alteration permit is under review for improvements to a building at the Daimler Trucks North America property at 4747 N. Channel Ave. Proposed work includes tenant improvements to three levels, with new private and open office areas, conference and break rooms, bathrooms and locker rooms. The applicant is Eliza Allen of Ankrom Moisan, the contractor is Kirby Nagelhout Construction, and the owner is Port of Portland (Leased Daimler Trucks NA LLC). A separate mechanical alteration permit, valued at $938,689, is also under review; it includes new rooftop heat pumps, air duct drop and access door, exterior louvers, and ductwork.

• A $1.5 million alteration permit is under review for improvements to the Block 300 building at 308 S.W. Second Ave. A third-floor tenant improvement for the U.S. Army Corps of Engineers will include new open office areas, conference rooms, private offices, work rooms and team rooms. The applicant is Cate Sonnenberg of ZGF Architects, the contractor is Swinerton Builders, and the owner is PR Block 300 LLC.

• An $800,000 alteration permit is under review for improvements to United Airlines’ space at Portland International Airport, 7000 N.E. Airport Way. The ramp-level tenant improvement will include creation of a new break area, offices, training rooms, tool storage, and recoverable parts room. The applicant is Matthew Inadomi of San Francisco-based RIM Architects, the contractor is out to bid, and the owner is the Port of Portland.

• A $3,118,000 alteration permit is under review for improvements to the Fred Meyer store at 3805 S.E. Hawthorne Blvd. The work will create a sushi kiosk, wine and beer area, remodel of the bakery, produce area, check stands, relocation of refrigeration cases and food racking, ceiling, flooring, finishes, plumbing and electrical. The applicant is John Webster of Mackenzie, the contractor is out to bid, and the owner is Fred Meyer Stores Inc. of Cincinnati, Ohio. A separate mechanical alteration permit, valued at $580,000, is also under review; it includes new rooftop units, louvers, ductwork, grilles and diffusers.

• A $944,000 alteration permit is under review for improvements to a building at 650 N.E. Holladay St., including a tenant improvement for Liberty Mutual on floors four through seven and a lower-level mailroom. The applicant is J.R. Clark of Urban Renaissance Group, the contractor is Seattle-based Urban Renaissance Construction LLC, and the owner is 600 Holladay Limited Partnership.

• A $650,000 alteration permit is under review for improvements to the American Bank Building at 621 S.W. Morrison St., including restroom, lobby, and corridor improvements. The applicant is Lon Stiner of contractor Oreneva Construction, and the owner is LVA4 Portland ABB LLC of Houston, Texas.

• A $1.5 million alteration permit is under review for a fourth-floor surgery tenant improvement at Oregon Health & Science University’s Center for Health and Healing building, 3303 S.W. Bond Ave. The applicant is Jennifer Mountain of ZGF Architects, and the contractor is Hoffman Construction.
