Building permits issued for Jan. 29-Feb. 4

• A $950,000 alteration permit was issued for changes to a retail space at 3404 S.E. Hawthorne Blvd. The project includes a change of occupancy from mercantile to business, construction of a new storefront for an ATM, new offices, a waiting area and a vault. The applicant is Brian Shoemaker of project contractor P&C Construction, and the owner is 34 Hawthorne Partners LLC.

• A $1,150,000 new construction permit was issued on deferred submittal for exterior light-gauge metal framing on a 12-story affordable housing project under construction at 1620 N.W. 14th Ave. The applicant is Dulce Weston of contractor Bremik Construction, and the owner is Raleigh Housing LP.

• A $9,500,000 new construction permit was issued for Overton 15, a seven-story mixed-use building with 68 apartments and ground-floor offices at 1470 N.W. Overton St. The applicant is Mike Coyle of Faster Permits, the contractor is Essex General Construction, and the owner is Pearl District Apartments LLC. The project is being developed by Eugene-based Paul Rudinsky.

• A $4,306,000 new construction permit was issued for foundation elements on Gerding Edlen’s 5 MLK mixed-use building at 5 S.E. Martin Luther King Blvd. The applicant is Kurtis Fusaro of Gerding Edlen, the contractor is Hoffman Construction, and the owner is MKB Investment Co.

• A $1,500,000 new construction permit was issued for two new athletic fields at the University of Portland, at 5828 N. Van Houten Place. The project includes one synthetic turn field and one natural grass field, fencing and field lighting, an access road and pedestrian paths. The applicant is Jeff Bringenberg of Soderstrom Architects, the contractor is Bernhardt Industries Inc., and the owner is the University of Portland.

• A $2,580,000 addition permit is under review for a tenant improvement and addition for a new tenant and partial change of occupancy at 600 S.E. Belmont St. The project will include a new mezzanine, a walk-in cooler, a bar, a canning area, a tasting room, and a rooftop patio. The applicant is Brian Peters of Woodblock Architecture, the contractor is Deacon Construction, and the owner is Wireless Connection LLC.

• A $982,000 alteration permit is under review for a voluntary seismic upgrade to a building at the University of Portland at 5000 N. Willamette Blvd. The applicant is Ian Mickelson of Soderstrom Architects, and the contractor is out to bid.

• A $2,972,495 new construction permit is under review for a four-story mixed-use building with 30 units at 8608 N. Lombard St. The applicant is Sienna Shiga of Jones Architecture, the contractor is R&H Construction, and the owner is St John-3 LLC.

• A $1,400,000 new construction permit is under review for a three-story apartment building with 12 units and a basement at 1734 N.E. 45th Ave. The applicant is Shem Harding of DECA Architecture, the contractor is out to bid, and the owners are James and Susan Iversen.

• A $2,017,700 new construction permit is under review for a 20,480-square-foot grocery store at 520 S.E. 82nd Ave. The applicant is Dan Williams of Faster Permits, the primary contractor is out to bid, and the owners are Rui Jun Su and John Chen.

Facility permits issued for Jan. 29-Feb. 4

• A $2,570,000 alteration permit was issued for tenant improvements for Daimler Trucks North America at 4747 N. Channel Ave. The applicant is Eliza Allen of Ankrom Moisan Architects, the contractor is Kirby Nagelhout Construction, and the owner is the Port of Portland. A separate mechanical alteration permit valued at $938,689 was issued for the project; the contractor is American Heating Inc.

• A $780,866 alteration permit was issued for a fitness center tenant improvement at the PacWest Center at 1211 S.W. Fifth Ave. The applicant is Kent Pottebaum of GBD Architects, the contractor is Russell Construction, and the owner is TR PacWest LLC of Chicago. A $509,706 alteration permit was also issued for improvements to a third-floor amenity area at the building; the contractor and applicant are the same.

• A $500,000 alteration permit was issued for a tenant improvement for Lytics on the seventh floor of the Sixth at Yamhill building at 811 S.W. Sixth Ave. The applicant is Matt Fitzgerald of GBD Architects and the contractor is R&H Construction; no owner is listed on the application, but the building is owned by Newport Beach, California-based KBS Realty Advisors. A separate alteration permit, also valued at $500,000, was issued for improvements to two eighth-floor spaces in the building; the applicant and contractor are the same.

• A $990,000 alteration permit was issued for a first-floor tenant improvement to create an auditorium at the Standard Insurance Center at 900 S.W. Fifth Ave. The applicant is Eliza Balen of GBD Architects, the contractor is Walsh Construction, and the owner is Standard Insurance Co.

• A $2,500,000 alteration permit was issued for a tenant improvement on the third floor of the Auditorium Building at OHSU’s Marquam Hill campus. The applicant is Brian Hjelte of Waterleaf Architecture, the contractor is Skanska USA Building, and the owner is the Oregon State Board of Higher Education. A separate mechanical alteration permit valued at $820,000 was issued for the project; Total Mechanical Inc. is the contractor.

• A $981,282 alteration permit was issued for the interior remodel of a Fred Meyer store at 7555 S.W. Barbur Blvd. The applicant is Kitty Schaffernoth of Mackenzie, and the contractor is Idaho-based Engineered Structures Inc.

• A $540,000 new construction permit was issued on deferred submittal for steel stairs on the Hyatt Regency at the Oregon Convention Center at 375 N.E. Holladay St. The applicant is Kyle Toole of developer/contractor Mortenson, and the owner is MDI Second Avenue Portland Hotel Owner LLC of Minneapolis.

• A $1,150,000 alteration permit is under review for tenant improvements on all floors of Portland State University’s Parkmill Building at 1633 S.W. Park Ave. The applicant is Anthony Bohan of PSU, and the owner is the Oregon State Board of Higher Education.

• A $4,000,000 alteration permit is under review for improvements to a building at 3033 N.W. Yeon Ave., including tenant space, exterior work, partial roof and parking. The applicant is Jennifer Kimura of VLMK Consulting Engineers, the contractor is Lorentz Bruun, and the owner is Harsch Investment Properties. A $650,000 mechanical alteration permit is also under review for the project; the primary contractor is out to bid.

• A $1,074,500 is under review for a tenant improvement for Wells Fargo at the Montgomery Park building at 2701 N.W. Vaughn St. The applicant is Tamra Lindstrom of Ankrom Moisan, the contractor is P&C Construction, and the owner is Montgomery Park I LLC. A separate mechanical alteration permit for the project, valued at $214,900, is also under review; the contractor is Streimer Sheet Metal Works.
