CONSTRUCTION

Skanska has hired John Downing to serve as its outreach and diversity manager. He previously served as the deputy state director for the Oregon Small Business Development Center Network, and as small business programs manager for the Oregon Department of Transportation鈥檚 civil rights division. Downing holds a bachelor鈥檚 degree and a Master of Business Administration from Corban University. He also is a U.S. Navy veteran.
