  • Design advice is sought for Security Properties’ planned redevelopment of the PepsiCo bottling plant at 2505 N.E. Pacific St. The proposal calls for market-rate and affordable housing, office, retail and restaurant space, publicly-accessible open space, and below-grade parking. A pre-application conference is also sought for Phase I of the project, which includes the renovation of the mid-century Pepsi warehouse, two new apartment buildings, below-grade parking, and a public plaza. The applicant is Heidi Oien of Mithun, and the owner is SP Jade II LLC.
  • Design advice is requested for a 20-story apartment tower with ground-floor retail space and amenity space and below-grade parking on a half-block at 1515 S.W. Morrison St. The building would replace part of an existing ¾-block structure currently in use by Artists Repertory Theatre. The applicant is James Smith of Ankrom Moisan Architects, and the owner is Artists Repertory Theatre.
  • Early assistance is sought for a proposal to demolish a single-family residence at 3405 S.E. Division St. and construct four single-family townhomes in its place. The applicant is Joseph Karman of J Karman Architect, and the owner is Papailiou Division LLC.
  • Early assistance is requested for a new seven-story mixed-use building with below-grade parking at 5020 N.E. Martin Luther King Jr. Blvd. Currently, a retail building and surface parking lot are located on the 0.65-acre site. The applicant is Jennifer Farmer of owner Citycraft Development.
  • Early assistance is pending for a proposed four-story, 49-unit affordable housing building in the Kenton Conservation District at 1603 N. Willis Blvd. The building would replace a single-family residence. The applicant is Ralph Tahran of Tahran Architecture & Planning, and the owner is Paul Monty.
  • Early assistance is sought for questions involving the construction of a new building to be used as a car wash and the repurpose of an existing car wash building for retail and office use at a rental car business at 423 N.E. 102nd Ave. The applicant is Dave Spitzer of DMS Architects Inc., and the owner is EAN Holdings LLC.
  • Early assistance is requested for a proposed new single-story commercial building at 1555 N. Tomahawk Island Drive. The building would house two restaurant tenants and a hair salon. The applicant is Thomas Fallon of Benner Stange Associates Architects Inc., and the owner is Jantzen Beach Center 1767 LLC of New Hyde Park, New York.
  • Early assistance is sought for redevelopment of a site at 4421 N.E. Columbia Blvd. – Building 7 to support a TriMet bus storage and maintenance facility. The applicant is Joseph Recker of TriMet, and the owners are Madrona Columbia LLC, VW Cat LLC and SZ Cat LLC.
  • Early assistance is requested for conversion of an existing restaurant parking lot at 7339 N.E. Martin Luther King Jr. Blvd. into a food cart area with seating. An existing patio would be used as a shared area for the proposed carts and the existing restaurant. The applicant is Korey Derrick of DOWL, and the owner is NJP Property LLC of Camas, Washington.
  • Early assistance is sought for redevelopment of a single-family residential property at 4019 S.E. Hawthorne Blvd. into a food cart vending site. Two existing structures would be demolished, and the property would be resurfaced with gravel/permeable pavement. The applicant is Dan Loss of Harper Houf Peterson Righellis, and the owner is Story House Properties LLC.
  • Early assistance is requested for the addition of between 58 and 89 new multifamily units to an existing 32-unit property at 4624 S.W. Dickinson St. The applicant is Gary Reddick of V3 Studio, and the owner is Carlton Perry.
  • Early assistance is sought for zoning questions regarding a proposed three- to four-story multifamily building with 14-19 units at 2124 N.W. Flanders St. They would be a mix of one- and two-bedroom units. Currently, a 118-year-old multifamily building occupies the site, and a proposed redevelopment in 2011 met with opposition from Alphabet District neighbors. The applicant is Elliott Gansner, and the owner is NW Flanders LLC, of which Dennis Sackhoff is the sole member.
  • A pre-application conference is requested for a new 160-unit affordable housing project with 63 parking spaces at 208 S.E. 148th Ave. The applicant is Doug Circosta of Doug Circosta Architect, and the owner is The Northwest Baptist Home Mission.
  • A pre-application conference is sought for the modernization of Madison High School, at 2735 N.E. 82nd Ave. The applicant is Jessie Steiger of owner Portland Public Schools.
