The applicant is Ray Harrigill of Madison, Mississippi-based The Sunray Companies LLC, and the owner is Seattle-based Parq on 12th LLC, which is registered to SolTerra co-founder James Wong. The proposed project has grown in scope since last month, when Harrigill applied for early assistance to construct an 11-story Hyatt Place hotel on the site.
