• Early assistance is sought for a proposal to use a heavy industrial site at 3841 N. Columbia Blvd. for wholesale sales and auction-type events. No new buildings are proposed, and some existing buildings may be torn down. The applicant is Mason Laycock or Dallas, Texas-based Copart Inc., and the owners are M B Terminal Co. and Timothy and Sandra Collins.

• Early assistance is sought for a proposed five-unit multifamily building at 5321 N.E. 13th Ave. The applicant is Shawna Smith of Portland Development Group Investments LLC, and the owners are Harrilynn, Harry and Virginia Daniels.

• Early assistance is sought for a 260-foot-long walking trail proposed by the Forest Heights Homeowners Association; the trail would extend from an easement adjacent to a property at 10234 N.W. Langworthy Terrace to Northwest Sunset Circle. The applicant is Lance Pattock of the Forest Heights Homeowners Association, and the owners are Dean and Debra Rothenfluch.

• A Type II conditional use procedure is sought to increase the allowable retail square footage over 3,000 square feet in an IG1-zoned warehouse property at 600 S.E. Belmont St. A retail space measuring 4,657 square feet is proposed for the site, and would include a tasting room, merchandising, kitchen and rooftop patio. The applicant is Brian Peters of Woodblock Architecture, and the owner is Wireless Connection LLC.

• A Type 1x historic resource review is sought for the removal of an existing drive-up teller window on a building at 221 N.W. 21st Ave. The window would be replaced by an ATM. The applicant is Anna Han of Oakland, California-based Gensler Jr. & Associates Inc., and the owner is David Harris of Charlotte, North Carolina.

• A Type II historic resource review is pending for structural changes to a historic condominium building on the 2000 block of Northwest Flanders Street. The applicant is Kate Dormer of BridgeCity Community Management, and the owners are Gregory and Risa Dolinajec.
