Building permits issued for July 30-Aug. 5

• An $811,750 alteration permit was issued for a tenant improvement for a first-time tenant at 17880 N.E. Airport Way. The applicant is Matt Oyen of PacTrust, and the owner is Pacific Realty Associates LP. No contractor is listed.

• An $887,064 alteration permit is under inspection for a first-time tenant improvement for a new clinic at the Oliver Station development at 5909 S.E. 92nd Ave. The applicant is Chuck Westerholm of Soderstrom Architects, the contractor is Urban Edge Builders Inc. of Scottsdale, Arizona, and the owner is Palindrome Lents Limited Partnership.

• A $507,109 alteration permit was issued for replacement of thermoplastic polyolefin roofing membrane on a retail building at Mall 205, at 9900 S.E. Washington St. The applicant is Pam Nash of Tampa, Florida-based contractor North American Roofing Services Inc., and the owner is Mall 205 GRF2 LLC of Solana Beach, California.

• A $1,300,000 new construction permit is under inspection for a new three-story, nine-unit apartment building at 1600 N. Willis Blvd. The applicant is Edward Radulescu of EPR Design LLC, the contractor is Crescent Custom Homes LLC, and the owner is NF Development LLC.

• A $2,017,700 new construction permit was issued for a new 20,480-square-foot grocery store at 8250 S.E. Stark St. The applicant is Dan Williams of Faster Permits, and the owner is Cash & Carry Stores LLC of Commerce, California. The primary contractor is out to bid.

Building permit intakes for July 30-Aug. 5

• A $1,900,000 addition permit filed on deferred submittal is under review for precast concrete and raker beams on the Providence Park expansion project at 1844 S.W. Morrison St. The applicant is Dan Serra of Knife River, the contractor is Turner Construction Co., and the owner is the city of Portland.

• A $528,871 alteration permit is under review for a tenant improvement for a cannabis grow operation at 6710 N. Catlin Ave. The applicant is Dan Williams of Faster Permits, the contractor is B and E Contracting Inc., and the owner is 6710 N Catlin Owner LLC, which is managed by Rowaben Holdings LLC, which in turn is registered at the New York City address of Kalyx Development, a cannabis industry investment and development firm.

• A $500,000 alteration permit is under review for the removal of three underground fuel storage tanks, and the installation of two new underground fuel storage tanks, at 1111 N.W. 21st Ave. The applicant is Mike Zirkle of WSCO Petroleum, the contractor is Central Service Inc., and the owner is Earlyoil LLC.

• A $1,500,000 new construction permit is under review for construction of a new homeless services center to provide short-term shelter and navigation toward social service programs on a Northwest Naito Avenue parcel at the west end of the Broadway Bridge. The applicant is Lauren Loosveldt of Opsis Architecture, the contractor is Hoffman Construction Co., and the owner is Prosper Portland. A separate permit valued at $250,000 for site work and utilities is also under review.

• A $9,000,000 new construction permit is under review for 4th & Montgomery, a 3/4-block, seven-story mixed-use building at 401 S.W. Harrison St. that is currently still in the design phase. The applicant is Sam Stadler of SRG Partnership, the contractor is Andersen Construction, and the owner is Portland State University.

Facility permits issued for July 30-Aug. 5

• A $2,539,820 alteration permit was issued on deferred submittal for installation of package handling systems on a new UPS facility at PDX Logistics Center at 9601 N.E. Alderwood Road. The applicant is Bret Fisackerly of Memphis, Tennessee-based contractor Diversified Conveyors Inc., and the owner is the Port of Portland.

• A $1,200,000 alteration permit was issued for tenant improvements at Rose City Elementary School at 2334 N.E. 57th Ave. The applicant is Nicholas Sukkau of owner Portland Public Schools, and the contractor is Fortis Construction.

• A $900,000 alteration permit was issued for major renovations to the College Center building at Portland Community College’s Sylvania campus at 12000 S.W. 49th Ave. The applicant is Ryan Burt of GBD Architects, the contractor is Balfour Beatty Construction, and the owner is Portland Community College District.

• A $1,200,000 alteration permit was issued for tenant improvements to the Roseway Heights Middle School campus at 7334 N.E. Siskiyou St. The applicant is Nicholas Sukkau of owner Portland Public Schools, and the contractor is Fortis Construction.

• A $4,250,000 mechanical alteration was issued for a tenant improvement at Harriet Tubman Middle School at 2231 N. Flint Ave. The applicant is Nicholas Sukkau of owner Portland Public Schools, and the contractor is Alliant Systems.

• A total of $920,000 worth of permits filed on deferred submittal were issued for various aspects of the Multnomah County Central Courthouse project at 1200 S.W. First Ave. The applicants are Jeff Gardner of Hoffman Construction and Jon Mehlschau of SRG Partnership, the contractor is Hoffman Construction, and the owner is Multnomah County.
