• Design advice is pending for a new mixed-use apartment complex at 1431 N. Church St., an 8,000-square-foot parcel adjacent to North Interstate Avenue where a single-family home sits currently. The approximately 89,000-square-foot building would contain six levels of apartments over ground-floor retail space and amenity space. The applicant is Lucy O’Sullivan of Works Progress Architecture, and the owners are Eli Spevak, Denise Johnson and Fred Bishop.

• Early assistance is pending for the update and build-out of an existing convenience store at 2911 N.W. Nicolai St. The applicants are Erick Peterson and Karen Wallace of PM Design Group, and the owners are Robert and Judith Magid.

• Early assistance is sought for the vacation of portions of Northeast Everett and Flanders streets and Northeast Second Avenue around a Union Pacific Railroad Co. property at 301 N.E. Second Ave. The applicant is Ryan Simpson of Omaha, Nebraska-based Union Pacific.

• Early assistance is sought for the demolition of an existing single-story warehouse and bakery building at 8911 S.E. Stark St., and the replacement of connected two- and three-story buildings to house nonprofit community organizations. The project would include a landscaped courtyard and side yard with porous pavement and stormwater filtration. The applicant is Andra Georges of Evospace LLC, and the owner is Medea Apartments LLC.

• Early assistance is sought for construction of a duplex at 9310 S.W. Capitol Highway. The applicant is Eli Rostamian, and the owner is Bahram Rostamian.

• Early assistance is sought for the repair or replacement of an existing 180-foot-tall self-supporting steel lattice tower at 4711 S.W. 19th Ave. The tower has been in operation by PGE for over 40 years. The applicant is Ron Fowler of Terraquest International, and the owner is Portland General Electric.

• A pre-application conference is sought for a multistory self-service storage building with ground-floor commercial space at 718 N.E. 12th Ave. The applicant is Katelin Brewer-Colie of Mackenzie, and the owner is BL 1 LLC, which is managed by David Ramus of PacTrust.

• A pre-application conference is pending for a proposed 193-space parking lot for existing on-site uses or future expansion at 499 N.E. Tomahawk Island Drive. The applicant is Erik Larsen of Gateway National Corporation, and the owner is Yacht Harbor LLC.

• A pre-application conference is sought for the multiphase industrial redevelopment of the Portland Meadows property at 1001 N. Schmeer Road. The redevelopment would include parceling out land to match the proposed buildings. The applicant is Lee Leighton of Mackenzie, and there are multiple owners associated with the property.

• A Type II design review is pending for the addition of a 1.5-ton ductless split system to serve the pharmacy at homeless youth services organization Outside In’s facility at 1132 S.W. 13th Ave. An outdoor condensing unit will be set outside against the building façade, and be shielded by existing landscape at a 10-foot-tall iron fence. The applicant is Brad Manchester of American Heating, and the owner is First Unitarian Church of Portland Oregon.

• A Type II design review is pending for the replacement of an existing storefront system and entry doors on the northeast corner of the Pioneer Place mall building at 340 S.W. Morrison St. The new storefront system will meet current energy standards and feature revolving doors to increase energy efficiency. The applicant is Mike Coyle of Faster Permits, and the owner is Pioneer Place LLC of Chicago.

• A Type II design review is pending for improvements to outdoor patient space, including the construction/addition of three separate covered structures and a new bathroom structure, at the Unity Center for Behavioral Health at 1225 N.E. Second Ave. The applicant is Brian Bainnson of Quatrefoil, and the owner is Legacy Emanuel Hospital Health Center.

• A Type II design review is pending for a public art project on the Portland State University campus. The bike bill project is a collaboration between the Oregon Environmental Council, Portland State University and student designers in the university’s School of Architecture. The applicants are Christopher Tinnin and Aaron Whelton of Portland State University.
