  • Early assistance is pending for the proposed development of three new duplexes and four single-family buildings at 705 S.E. 78th Ave. Each proposed building would be two stories with a basement, and have an attached single-car garage. The applicants are Majid Habibi of Portland Development Group LLC and Shawna Smith of Portland Development Group Investments LLC, and the owners are Mark and Vick Wentzien.
  • Early assistance is sought for the remodel of an existing Dairy Queen restaurant at 1610 S.E. Tolman St., and a change of use from assembly to business. The proposal includes keeping the existing drive-thru, exterior and interior modifications, and site upgrades as required. The applicant is Kenneth Canavarro of Ankrom Moisan Architects, and the owner is Hyun Joo Lim.
  • Early assistance is pending for general information about the uses and permitted occupancies for an industrial building at 2838 S.E. Ninth Ave., which the owner is planning on selling. The applicant is TJ McDonald of owner McDonald Family LLC III.
  • A pre-application conference is pending for the proposed demolition of a three-story building at 340 N.W. Glisan St. – a contributing structure in the New Chinatown/Japantown Historic District. The 109-year-old building was most recently used by the Blanchet House of Hospitality before it erected a new building on the block in 2012. The applicant is looking to remove the building based on existing conditions and barriers to reasonable economic use of the site. Discussions will focus on potential small-scale replacement structure options. The applicant is Gary Golla of SERA Architects, and the owner is Blanchet House of Hospitality.
  • A Type II adjustment procedure is sought for a new parking lot, including accessible spaces with two new curb cuts, at 5905 S.E. 82nd Ave. Currently, a single-family home occupies the property. The applicant is owner Honganh Nguyen.
  • A Type II conditional use procedure is pending for the revision of a conditional use boundary for an existing church at 7807 N. Fessenden St. An adjustment is sought for a split-zoned lot, with an existing church and parking lot to remain and property line adjustments to create western properties for future developments. The applicant is Danelle Isenhart of Isenhart Consulting LLC, and the owner is Bethel Baptist Church of Portland.
  • A Type II conditional use procedure is sought for a proposal to remove a property containing eight parking spaces from the conditional use boundary of a church at Southeast 72nd Avenue and Knight Street for a future multi-dwelling development. The applicant is Steve Miller of Emerio Design, and the owner is Tremont Evangelical Church of North America.
  • A Type II design review is sought for the demolition of a 6,000-square-foot single-story restaurant structure at 11340 N.E. Halsey St. that has become unsafe. Development of the property is planned for a later date. The applicant is Marlene Gillis of Soderstrom Architects, and the owner is David Douglas School District.
  • A Type Ix lot consolidation is sought for three lots at 2310 N. Hunt St. to remove historic lot lines, as well as adjust the front lot line width of a parcel to allow for a multi-dwelling development. The applicant is George Devendorf of Transition Projects Inc., and the owner is Prosper Portland.
  • A Type IIx land division review is sought for the partition of a site at 1125 N. Schmeer Road. Half of the site has a hotel and parking lot, and the other half is undeveloped. The undeveloped area will be divided into a new site for construction of a new hotel. The applicant is Brad Kaul of Renton, Washington-based Kaul Design Architecture PLLC, and the owner is Bernie Kumar LLC.
  • A Type III land division review is sought for a nine-lot subdivision with a private street tract for an alley, and another tract for storm drainage, at 6014 S.W. 18th Drive. The applicant is Mark Dane of Mark Dane Planning, and the owner is Main Street Development Inc.
