  • Early assistance is pending for a proposal to divide an R2-zoned lot at 5351 S.E. 88th Ave. into three parcels, with an existing house to remain. The applicants are Shawna Smith and Majid Habibi of Portland Development Group Investments LLC, and the owner is Tommy Johnson.
  • Early assistance is sought for a proposed four-story parking garage with approximately 120 parking spaces on a vacant parcel at 1988 S.E. Third Ave. The parking structure would serve a proposed industrial office building on a lot across the street, at 1921 S.E. Third Ave; a pre-application conference was held last year for a seven-story mixed-use industrial office building on that site, which is owned by a limited liability company registered to ScanlanKemperBard. The city of Portland purchased the site of the proposed parking garage from the Oregon Department of Transportation in 2015 for $254,044, with the intention of relocating the Right 2 Dream Too homeless camp there. The applicant for the garage, which would likely be constructed of concrete, is Tom Byrne of Scott | Edwards Architecture.
  • Early assistance is sought for demolition of the Residence Inn by Marriott extended stay hotel, an 鈥渁ging鈥 series of structures built in 1990 at 1710 N.E. Multnomah St., and replacement with approximately three hotel brands totaling 450 rooms. The applicant is Stephen Anderson of Concord Hospitality Enterprises, and the owner is ARC Hospitality Portfolio Crestline of Fairfax, Virginia.
  • Early assistance is sought for construction of a new three-story, 30,000-square-foot office building at 2148 N.E. Martin Luther King Jr. Blvd. The site is currently occupied by a two-story warehouse building that is the headquarters of Harder Mechanical Contractors. The new building would contain two retail spaces along Northeast Martin Luther King, Jr. Boulevard, public parking on an adjacent parcel, and private surface parking. The applicant is Cole Cabler of Ankrom Moisan Architects, and the owner is CNS Properties LLC, which is managed by James Stilwell and Stephen Harder.
  • Early assistance is requested for demolition of two single-story garages at 5665 N.E. Glisan St. and construction in their place of three three-story multifamily buildings with a total of 30 units. The applicant is Ed Bruin of Edge Development, and the owner is Southstar-Glisan LLC, which is managed by Andrew South of Southstar PM Inc.
  • Early assistance is sought for a proposal to construct 鈥渟ix units consisting of three duplexes鈥 of affordable housing at 10999 E. Burnside St. The applicant is Andrew Montgomery of Terraform Architects, and the owner is Danny Jones.
  • Early assistance is requested for a zoning inquiry at 9501 N. Ivanhoe St., the site of a 3,067-square-foot retail building. Options being considered include renovating the existing nonconforming store and adding a second floor for one apartment, or replacing the structure with a new building containing ground-floor commercial and second-floor residential space. No development is being proposed at this time. The applicant is Steve Fosler of Fosler Portland Architecture, and the owner is Chung Yim.
  • Early assistance is sought for the conversion of an existing single-story building on the south half of a block bounded by Northwest Sixth Avenue and Broadway, and Northwest Flanders and Glisan streets, into enclosed vehicle parking 鈥 either pay-to-park or tenant parking. The property has been used as a parking garage, despite being in . The applicant is Whit Middlecoff of GBD Architects, and the owner is Harsch Investment Properties LLC.
  • A pre-application conference is pending for a proposal to change the conditional use of part of a church property at 1844 S.E. Cesar E. Chavez Blvd. The existing conditional use was for an expansion of the church along with parking, and the proposal is to change the use to what is covered for R2.5 zoning and sell that portion of the land for residential development. The applicant is David Brink of owner Central Christian Church.
  • A pre-application conference is pending to discuss the renovation of a PGE substation at 2334 S.E. 174th Ave. The applicant is Julie Goodrich of owner Portland General Electric Company.
  • A Type II conditional use procedure is pending for demolition of an existing single-family structure at 5321 N.E. 13th Ave. and construction of a new five-unit multifamily building in its place. The applicant is Shawna Smith of Portland Development Group Investments LLC, and the owners are Harrilynn, Harry and Virginia Daniels.
  • A Type IV demolition review is pending for removal of a three-story building at 340 N.W. Glisan St. 鈥 a contributing structure in the New Chinatown/Japantown Historic District. The 109-year-old building was most recently used by the Blanchet House of Hospitality before it erected a new building on the block in 2012. The applicant is looking to remove the building based on existing conditions and barriers to reasonable economic use of the site. The applicant is Gary Golla of SERA Architects, and the owner is the Blanchet House of Hospitality.
  • A Type II design review is sought for the proposed development of a seven-story building at 1431 N. Church St. The building would occupy a half-block between North Interstate and Maryland avenues. Four structures currently on the site would be removed. The proposed building would include surface parking, a retail lobby, residential amenities and a residential unit at grade, and six levels of residential units on the upper floors. The sixth floor would contain a community space with a kitchen and covered outdoor area. The applicant is Lucy O鈥橲ullivan of Works Progress Architecture, and the owner is Denise Johnson.
  • A Type III land division review is pending for an eight-lot subdivision at 7615 S.E. 162nd Ave. One of the lots will be platted as a planned development parcel with 10 condominium units developed on it, and the remaining seven lots will be developed as individual single-family detached dwellings. Two of the lots have single-family dwellings, which will remain in place. The project will include a 鈥渃ommon green鈥 and shared driveway access. The applicant is George Bitrous of Bitrous Brothers LLC, and the owners are Norma and Aziz Faris.
