Requirements of All Bidders: Notice is hereby given that this project is a public works project within the requirements of Division 2, Part 7, Chapter 1 of the California Labor Code, and all subcontractors are required to be registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5 at the time of bidding. Subcontractors, truckers, and any suppliers and/or vendors subject to California鈥檚 prevailing wage laws must be registered with the Department of Industrial Relations prior to the due date for Proposals on this RFP. Failure of a Respondent to be registered by the Proposal due date will render the Proposal non-responsive.

McCarthy Building Companies, Inc has been awarded the contract for the New Yreka Courthouse. Subcontractors who desire to submit bids on this project must be pre-qualified with McCarthy. Bidders will be required to have the appropriate current licenses issued by the State of California Contractor鈥檚 License Board for the work in which the subcontractor would perform.

Bid/Proposal Security in the amount of 10% of the Total Proposal Value shall accompany each Proposal for contracts over $250,000. The surety issuing the Bid Bond shall be on the proposal deadline, an admitted surety insurer (as defined in California Code Civil Procedure Section 995.120)

100% Performance and Payment Bonds will be required from an approved surety for contracts over $250,000, or enrollment into McCarthy鈥檚 Contractors Controlled Insurance Program (CDI).

The Disabled Veteran Business Enterprise (DVBE) Participation Goal Program for state contracts is established in Public Contract Code (PCC) Section 10115 et seq., Military and Veterans Code, Section 999 et seq. and California Code of Regulations, Title 2 (2CCR), Section 1896.60 et seq. The DVBE participation percentage will be 3% for this solicitation unless otherwise noted.

In the event that there is not sufficient number of bidders on any particular Bid Package, or in the event that any of the Bid Packages exceed the target budget, McCarthy reserves the right to withdraw that particular Bid Package, modify pre-qualification or delete any portion(s) of the bid documents it deems necessary and re-bid that particular Bid Package.

Pre-qualification Process: Interested subcontractors and prior to starting the pre-qualification process, Subcontractors must contact Justin Marongiu by sending an e-mail to: [email protected] with the following information in the email subject line: 鈥淩E: The New Yreka Courthouse Pre-qualification鈥�

Pre-qualifications must be received by September 14, 2018, 3:00 PM PST.

Each prospective Subcontractor must complete or have already completed Tier 1 using McCarthy鈥檚 Prequalification system and answer all questions and provide all requested information by the deadlines noted in the Prequalification Schedule. Prospective Subcontractors failing to provide requested information may be deemed as non-responsive and not pre-qualified for this project.

The evaluation of the submitted information is solely for the purpose of determining, in a timely manner, potential subcontract bidders who are deemed qualified for the successful performance of the type of work included in this project.

Any person or entity not satisfied with the outcome of the prequalification must file a writ challenging the outcome within 3 calendar days from the date of the McCarthy written notice regarding pre-qualification determination. Any assertion that the outcome of the pre-qualification process was improper will not be a ground for a bid protest. However, McCarthy reserves the right聽to accept late submissions and to request, receive, and evaluate supplemental information after the above time and date at its sole determination.
