  • A design advice request is pending for a new 12-story office building with ground-floor retail space and below-grade parking at 510 S.E. Morrison St. The nearly full-block site, in the East Portland / Grand Avenue Historic District, is occupied by the 12-story Weatherly Building and a surface parking lot. The applicant is Kay Kornovich of the Seattle office of Perkins+Will, and the owners are The Weatherly Building LLC and Randy Bolliger of BBB Enterprises LLC, which owns the two-story commercial building on a separate parcel at the southwest portion of the block.
  • Early assistance is sought for a remodel of a 95-year-old retail building at 1137 N.W. 23rd Ave. for new miscellaneous retail tenants. Improvements are to include an enlarged storefront, unreinforced masonry mitigations, upgraded services and addition of sprinklers. The applicant is Seth Garey of CE John Company, and the owner is Doris Merrill.
  • Early assistance is requested for a proposed 13-story, 246-room hotel with 104,077 gross square feet and 4,420 square feet of ground-floor retail space at 1016 W. Burnside St. The 0.24-acre site is currently occupied by a vitamin store and surface parking lot. The hotel would have a drop-off/valet zone and loading dock fronting Southwest 10th Avenue. The applicant is Marissa Ballan of the New York office of CitizenM, a Netherlands-based hotel chain, and the owner is Tobias Investment Co.
  • Early assistance is pending for four new mixed-use structures with housing, commercial and parking uses, as well as greenway improvements and infrastructure, on a 9.83-acre South Waterfront District parcel bounded by Southwest Bond Avenue on the west, the Willamette River on the east, Southwest Lane Street on the north and Southwest Lowell Street on the south. The applicant is Kim Lan of Dallas, Texas-based Alamo Manhattan Properties, and the owner is The Landing at Macadam LLC, which is managed by San Mateo, California-based Prometheus Real Estate Group Inc. Four buildings were approved for the site last year by the Portland Design Commission in Type III design review hearings. Those buildings totaled around 1039 units, and were designed by GBD Architects and Jones Architecture for Cairn Pacific, which was developing the property for Prometheus Real Estate Group.
  • A pre-application conference is pending for a proposal to construct a new subdivision that will plat 23-28 single-family detached lots, all adhering to current R5h zoning, on a vacant site at the southeast corner of Northeast 74th Avenue and Roselawn Street. The existing property is 3.82 acres, and the proposed dedication for new public right-of-way improvements of 1.49 acres reduces the final total private property to 2.34 acres. The applicant is Paul Del Vecchio of Ethos Development LLC, and the owner is Pyco LLC.
  • A pre-application conference is sought for a seven-story market-rate apartment building with approximately 218 units at 1634 S.W. Alder St., which currently is a surface parking lot. The quarter-block site and a quarter-block office building on an adjacent parcel are owned by Willamette Waterfront LP. The applicant is Kurt Schultz of SERA Architects.
  • A Type II adjustment procedure is pending for a pod village for homeless women containing common buildings surrounded by smaller sleeping structures and gardening space at 2420 N. Columbia Blvd. The site is a new location for Kenton Women’s Village, which is moving from a site a block away due to pending construction of Transition Projects’ Low Income Single Adult Housing project. The applicant is Caitlin Burke of the Joint Office of Homeless Services, and the owner is the city of Portland.
  • A Type II historic resource review is sought for improvements to a historic condominium building at 2141 N.W. Davis St. The scope of work is to include extension of balcony footprints, removal of non-historic balcony enclosures, moving and replacement of an entry door, window replacement, and new railings. The applicant is Marissa Brown of Emerick Architects, and the owner is the Association of Unit Owners of 705 Davis Condominium.
  • A Type III land division review is sought to subdivide a site at 5736 S.E. 17th Ave. into 23 lots to be developed with attached housing. A new public street, alley, common green and tree tract are also proposed for the site, a 1.20-acre parcel that is currently occupied by a church and a surface parking lot. The applicant is Sarah Radelet of Strata Land Use Planning, and the owner is Tenth Church of Christ Scientist Portland Ore.
