  • A pre-application conference and design advice are sought for a six-story apartment building with approximately 200 market-rate units and below-grade parking on a block roughly bounded by Northwest Wilson and Roosevelt streets and 29th and 30th avenues. The applicant is Kurt Schultz of SERA Architects, and the owner is Cairn Pacific Properties 10 LLC. The project is part of a planned mixed-use development by Cairn Pacific which will include a 14-unit row house development, approximately 300 multifamily units and 20,000 square feet of retail and office space.
  • Early assistance is pending for construction of two nine-unit apartment buildings and two 12-unit apartment buildings at 5904 S.E. 89th Ave. Two lot confirmations for the lot, currently occupied by a single-family home, and an adjacent unimproved parcel will produce four individual legal lots; each one will hold an apartment building. The applicant is Mark Lisac of Lisac Brothers Construction, and the owner is Spartan Portland 89th St Real Estate LLC, which is managed by Don Jones of Ashland-based Spartan Group.
  • Early assistance is sought for multifamily and senior housing on a 6.42-acre vacant parcel on Southwest Sam Jackson Park Road near Oregon Health & Science University. The applicants are John Wright and Ned Vaivoda of C2K Architecture Inc., and the owner is Yeung’s Investments Inc. of Coral Gables, Florida.
  • Early assistance is pending for construction of a group living structure or single-family homes on an unimproved property fronting the Willamette River at 9920 S.W. Riverside Drive. The applicant is Laurie Simpson of Connect Architecture, and the owner is Lewis & Clark College.
  • Early assistance is sought for the discussion of a portion of the second phase of the South Portland – Burlingame Sewer Repair Project, which will rehabilitate existing sanitary and combined sewers across Southwest Portland. The meeting will be focused on a portion of the project on Southwest First Avenue between Southwest Mitchell Street and Southwest Boundary Street. The applicant is Daniel Boatman of the Portland Bureau of Environmental Services.
  • Early assistance is sought for conversion of a former retail space at the Lloyd Center mall at 2201 N.E. Lloyd Center to a Bowlero bowling facility with arcade, bar and food service components. The project would include façade modification and exterior signage. The applicant is Brian Nebel of Dallas, Texas-based Consolidated Development Services, and the owner is Capref Lloyd Center LLC.
  • Early assistance is pending for replacement of a leaking roof on the Vista St. Clair Apartments at 1000 S.W. Vista Ave. The building is a non-contributing resource in the King’s Hill Historic District. The applicant is Samuel Chipperfield of Morrison Hershfield, and the owner is Vista St Clair Apartments LLC.
  • Early assistance is sought for the remodel of a vacant building at 1715 N.E. 33rd Ave. from a mini-mart to a bank. Existing paved curbs, landscaping, bio-swales and street curb cuts will remain. The building’s exterior will be repainted but not changed, building signage will be added and an existing freestanding pole sign will be reused. The applicant is Kenneth Canavarro of Ankrom Moisan Architects, and the owner is 33Broadway Partners LLC, which is managed by C.E. John Company.
  • A pre-application conference is pending to discuss construction of a two-story, 6,700-square-foot office building, a 3,500-square-foot warehouse and 15 surface parking spaces on a vacant parcel at the southwest corner of Northwest 23rd Avenue and Roosevelt Street. The applicant is Gene Bolante of Studio 3 Architecture, and the owner is 1535-A1 LLC, which is managed by a limited liability company registered to Warren Rosenfeld of Calbag Metals.
  • A pre-application conference is sought for a zoning change from R2.5 to CM2 for a property at 5275 N. Bowdoin St., as well as removal of an existing single-family home and construction of a 20-unit affordable housing building. The applicant is Gene Bolante of Studio 3 Architecture, and the owner is the Mark R Madden Revocable Living Trust.
  • A Type II design review is sought for the renovation of the former Embers nightclub space on the ground floor of a building at 110 N.W. Broadway into two separate facilities, both with the same ownership and management. The project would include installation of seismic bracing to allow removal of a 30-foot-by-16-foot section of concrete masonry unit infill for a new storefront and entrance along Northwest Couch Street, new awnings, lighting, signage, operable storefront windows, and façade improvements. The applicant is Steve Fosler of Fosler Portland Architecture, and the owner is Urban Glisan LLC, which is managed by Craig Sweitzer of Urban Works Real Estate.
  • A Type II environmental review procedure is sought for environmental review and greenway review approval for new buildings, athletic facilities, transportation improvements and other related development on the University of Portland’s planned River Campus on a 35-acre property at 5828 N. Van Houten Place. The applicant is Jim Ravelli of the University of Portland.
