PBS Engineering and Environmental has promoted Rachel Charlton to proposal manager. Over the past year with the firm, Charlton has worked to refine messaging, pre-positioning and marketing efforts, particularly in the infrastructure sector. She will manage proposal coordination and workflow for PBS鈥� Northwest offices, and support its sector-focused activities.
