Building permits issued for Feb. 25-March 3

• A $1,285,450 addition permit was issued for a tenant improvement for a new Starbucks at a former Wendy’s restaurant space at 2880 S.E. Powell Blvd. The applicant is Zac Horton of Faster Permits, the contractor is Western Properties I LLC, and the owners are Happy Mist LLC, Peter Anoey and JB Powell LLC.

• A $500,000 addition permit was issued for improvements to a utility building at 3402 S.W. Council Crest Drive, including a roof replacement, installation of safety equipment, communications wiring and cathodic protection system. The applicant is Stephen Ngai of the Portland Water Bureau, and the owner is the city of Portland. A contractor is not listed for the project.
