David Evans and Associates Inc. has promoted Gavin Oien to Oregon transportation market leader. He is based in the firm鈥檚 Portland office, with responsibility for monitoring regional net revenues and supporting client team leaders. Oien has nearly 30 years of experience (more than 20 with DEA) as a transportation engineer, designing and leading teams in the planning, design and construction of significant road and highway projects. He is a professional civil engineer in Oregon, Washington and California.
