  • Design advice is sought for a 10-story hotel building at 1202 N.W. Irving St., a half-block site currently holding a warehouse building and a small surface parking lot. The 170,000-square-foot building would include a ground-floor lobby, one floor of below-grade parking, and rooftop amenity space. The applicant is Julie Bronder of ZGF Architects, and the owner is Portland Pearl Proper LLC, which purchased the property in May for $9.6 million. The company is registered to the Santa Monica, California address of The Kor Group.
  • Early assistance is pending for a proposal to renovate an existing warehouse building at 2000 S.E. Madison St. to create new office space. Work will include structural upgrades, a new recessed storefront entry along Southeast 20th Avenue, and a new parking lot layout. The applicant is Paul Wolfe of Dominek Architecture, and the owner is Carol Joy Williams-Piovanelli Revocable Trust.
  • Early assistance is pending for demolition of the former Strohecker’s grocery store building at 2855 S.W. Patton Road. The nearly 20,000-square-foot structure would be replaced with 12 townhouses with garages and an apartment building with at-grade parking and 3,500 square feet of retail space. The applicant is Mark Engberg of Colab, and the owner is Santa Ana, California-based Southwest Hills LLC.
  • Early assistance is sought for construction of a new 150-unit multifamily development at 7918 S.E. Crystal Springs Blvd. The development would include two four-story buildings with surface parking, detached garages, an outdoor playground and open space. The applicant is John Fisher of Spokane, Washington-based Inland Washington LLC, and the owners are Roger Goldingay and Carol Otis.
  • Early assistance is sought for a three-story, 71-unit affordable housing building at 3800 S.E. 164th Ave. The applicant is Lisa McClellan of Scott | Edwards Architecture and the owner is Cascadia Housing Inc.
  • Early assistance is pending for a 20-unit townhouse development with on-site parking and a private driveway at 7602 N. Emerald Ave. The applicant is Zac Horton of Faster Permits, and the owner is Open Meadow Alternative Schools Inc.
  • Early assistance is sought for a five-story, 160-unit multifamily building at 4245 S.E. Milwaukie Ave., which currently has a warehouse building occupied by a tea and kombucha maker. The building would contain 124,345 gross square feet and have one level of partially below-grade parking; inclusionary housing units would be provided on-site at standard rates. The applicant is Amelie Reynaud of Hacker, and the owner is Thomas Milwaukie LLC.
  • Early assistance is sought for a new four-story, 22-unit apartment building on an unimproved lot at the northeast corner of 55th Avenue and Glisan Street. The applicant is Frank Stock of WDC Properties, and the owner is Provi 3 PDX LLC.
  • Early assistance is sought for a mobility hub for the Electric Vehicle Symposium, a worldwide conference to be held in Portland next year, at 431 S.E. Eighth Ave. The hub will feature electric scooters, bikes, pavilions with electric furniture, test ride areas and an attended restroom. The applicant is Kelsey Trostle of owner Portland General Electric Co.
  • Early assistance is pending for a two-story clinic building on vacant land on Southeast Powell Boulevard between Southeast 88th Avenue and 90th Place. The development would include 175 surface parking spaces with a public entry from Southeast Powell Boulevard and a staff entry from the east side of the site. The applicant is Savannah Gregory of Fort Collins, Colorado-based The Neenan Company, and the owner is Agena Corporation of Toppenish, Washington.
  • Early assistance is sought for construction of a new 2,790-square-foot above-ground storage tank (AST) farm with secondary containment at 4150 N. Suttle Road. The farm will have 10 ASTs ranging in capacity from 12,000 to 24,850 gallons. The applicant is Scott Briggs of Oil Re-Refining Company, and the owner is Merit USA Inc.
  • Early assistance is sought for a 60-unit low-barrier permanent supportive housing development at 11332 S.E. Division St. The applicants are Suzanne Zuniga of the Portland Housing Bureau, Laurie Linville-Gregston of Ankrom Moisan Architects, and Stef Kondor of Related Northwest, and the owners are Kyung and Eung Lee.
  • Early assistance is sought for a mixed-use building at the southeast corner of Southeast Second Avenue and Ash Street; currently, the property holds a surface parking lot. The building would contain about 60,000 square feet of industrial office space, 5,000 square feet of traditional office space, ground-floor retail space and structured parking. It would consist of five levels of Type IV-C heavy timber construction over a ground-floor concrete level and a daylit basement. The property was purchased in November 2018 by Second & Ash Operations LLC, which is registered to the San Diego address of private equity firm LLJ Ventures. The applicant is Agustin Enriquez of GBD Architects.
  • A pre-application conference is pending for the removal of a condition of approval from a prior comprehensive plan map/zoning map amendment to allow conversion of existing extended stay hotel units at the Residence Inn by Marriott at 1710 N.E. Multnomah St. to residential use. The applicant is Allison Reynolds of Stoel Rives, and the owner is ARC Hospitality Portfolio Crestline of Fairfax, Virginia.
  • A Type II conditional use procedure is pending for construction of a covered/enclosed pedestrian connection between three existing buildings at an adult foster care building at 12032 S.E. Holgate Blvd. The applicant is John Finklea of John Finklea Architect, and the owners are Rosalinda and Robert Asa.
  • A Type III design review with modifications is sought for a 53,150-square-foot drug and alcohol treatment center at 830 S.E. 102nd Ave. The proposal includes 94 beds for short- and medium-term inpatient care with associated kitchen and dining areas, as well as meeting and amenity space, outpatient treatment and staff administrative areas. The applicant is Cory Hawbecker of Holst Architecture, and the owner is Portland Adventist Medical Center.
