Building permits issued for Aug. 26-Sept. 1

  • A $1,100,000 alteration permit was issued for mechanical improvements to the AT&T Building at 819 S.W. Oak St., including replacement of an existing 300-ton water-cooled chiller, new chilled water pumps and condenser water pumps. The applicant is Randall Jones of Seattle-based Salas O’Brien, the contractor is HMS Commercial Service Inc., and the owner is AT&T Communications of the Pacific Northwest Inc. of Bedminster, New Jersey.
  • A $20,500,000 new construction permit was issued for Halsey 106, a six-story mixed-use development at 10550 N.E. Halsey St. fronting Gateway Discovery Park and consisting of 40 affordable housing units and 35 market-rate units. The applicant is Andre Vilhena of Holst Architecture, the contractor is LMC Inc., and the owners are Prosper Portland and Portland Parks & Recreation.
  • A $2,183,223 new construction permit was issued for a four-story, 21-unit apartment building at 6263 N. Cecelia St. The applicant is Ross Farland of Dezine Works Inc., the contractor is Investment Builders LLC, and the owner is Jacek Brown.
  • A $3,100,000 new construction permit is under inspection for a new four-story mixed-use building shell with ground-floor retail space at 3720 N. Vancouver Ave. The applicant is Brannon Soens of Fieldwork Designs, the contractor is Seabold Construction, and the owner is Beech Street Land Partners LLC.
  • A $3,939,486 new construction permit was issued for a 51,618-square-foot, single-story unheated storage building shell at 4460 N.E. 150th Court. The applicant is Teresa Long of AAI Engineering Inc., the contractor is Cornice Construction, and the owner is Tri-State Construction Inc. of Bellevue, Washington. A second permit, valued at $3,812,795, was issued for a 49,958-square-foot structure at 4465 N.E. 150th Court.   • A $791,311 alteration permit is under review for construction of a new full-height demising wall to separate two shell office tenant spaces and create two new restrooms at ScanlanKemperBard’s Iron Fireman Collective building at 4784 S.E. 17th Ave. The applicant is Evan Van Sandt of LRS Architects and the owner is Iron Fireman Building LLC. The primary contractor is out to bid.
  • A $1,824,720 new construction permit is under review for a mixed-use building with 19 apartments and shell retail tenant space at 2326 N. Vancouver Ave. The applicant is Steve Fosler of Fosler Portland Architecture and the owner is QOZ I LLC. The primary contractor is out to bid.
  • A $9,349,205 new construction permit is under review for VC Fargo, a new seven-story mixed-use building at 25 N. Fargo St. The applicant is Jeff Ko of Seattle-based Jackson Main Architecture, the contractor is Pavilion Construction NW, and the owner is Solterra Canopy LLC of Seattle.
  • A $1,233,931 new construction permit is under review for a three-story, 16-unit apartment building at 7336 N. Greenwich Ave. The applicant is Ryan Pickrel of Faster Permits, and the contractor and owner is Structure Redevelopment.
  • Two new construction permits, each valued at $961,053, are under review for new three-story, 13-unit apartment buildings at 5625 N.E. Glisan St. The applicant is Ryan Pickrel of Faster Permits, the contractor is Elliott Properties Inc., and the owner is the David Lee Higgs Revocable Living Trust.
  • A $1,200,000 new construction permit is under review for early grading of a parking area, including preload filling of existing soils to allow for settlement, at the ex-Portland Meadows site at 1001 N. Schmeer Road. The applicant is Anna Cunningham of Dowl LLC and the owner is Portland Meadows Seibel LLC Et Al. No contractor is listed for the project.

The project will include new classrooms, simulation rooms, a clinical skill lab, and offices. The applicant is Kim Doyle of Mackenzie, the owner is Thmain LLC, and the primary contractor is out to bid. A $600,000 mechanical alteration permit is also under review for the project; the primary contractor is out to bid.
  • A $566,000 alteration permit is under review for landlord work on the 19th floor of the Sixth+Main building at 1050 S.W. Sixth Ave. The applicant is Matt Fitzgerald of GBD Architects, the contractor is Lease Crutcher Lewis, and the owner is ASVRF Unico Portland I LLC of Seattle.
