Building permits issued for Sept. 2-8

• A $6,213,864 alteration permit was issued for seismic upgrades to the Rose Apartments building at 631 S.E. Taylor St. The project will also include a partial change of use and occupant load increase on the main floor, accessibility upgrades, interior remodeling of ground-floor business areas, and new finishes, lighting and sprinklers. The applicant is Kathy Johnson of Jones Architecture, the contractor is LMC Construction, and the owner is REACH Rose LLC.

• A $1,400,000 new construction permit was issued for a three-story, 12-unit apartment building at 7100 N. Greenwich Ave. The applicant is Dan Williams of Faster Permits, the contractor is WDC Oregon LLC, and the owner is RH Avary Quinn Apartments.

• A $900,000 new construction permit was issued for a three-story, 12-unit apartment building at 7424 N. St. Louis Ave. The applicant is Mark Lisac of contractor Lisac Brothers Construction, and the owners are St Louis Six LLC and Lisac Brothers Construction.

• A $525,000 new construction permit was issued for a three-story, four-unit apartment building at 6005 S.E. 51st Ave. The applicant is Gene Bolante of Studio 3 Architecture, the contractor is WDC Construction, and the owner is the Mark R. Madden Revocable Living Trust.

• A $547,000 new construction permit was issued for a new pump control building for a Portland Bureau of Environmental Services pump station at 9448 N.E. Broadway. The applicant is Huong Nguyen of owner BES, and the contractor is Stettler Supply Company.

• A $900,000 addition permit is under review for the conversion and addition to an existing duplex to create a seven-unit apartment building at 2047 N.E. Davis St. An existing basement would be converted to a dwelling unit, and a two-story, four-unit addition would be constructed. The applicant is Todd Iselin of Iselin Architects PC and the owner is Jasmine Investments LLC. The primary contractor is out to bid.

• A $650,000 addition permit is under review for the renovation of a commercial building at 1610 S.E. Tolman St. The building, which currently holds a Dairy Queen restaurant, will be converted to a bank. The applicant is Josh Behr of Ankrom Moisan Architects and the owner is CBC Moreland LLC; the primary contractor is out to bid.

• A $2,000,000 addition permit is under review for the addition of approximately 11,000 square feet to an existing warehouse at 6650 N. Ensign St. The applicant is Tim Richard of John Timothy Richard Architect, the contractor is Andersen Construction, and the owner is Reliance Steel & Aluminum Co. of Los Angeles.

• A $3,008,098 alteration permit is under review for a voluntary seismic upgrade to a five-story office building at 1017 S.W. Washington St. The project will include core-and-shell improvements, relocation of an existing elevator, addition of a roof deck with landscaping, new stairs, egress door, and a bike storage room on the ground floor. The Portland Design Commission in 2017 approved Jones Architecture’s designs for restoration of the long-vacant five-story building, which was sold earlier this year by previous owners Dick and Don Singer to a limited liability company associated with Bellevue, Washington-based Talon Private Capital. The applicant is Kathy Johnson of Jones Architecture, the contractor is R&H Construction, and the owner is Talon Fliedner QOZB LLC.

• A $700,000 alteration permit is under review for a tenant improvement at a retail building at 7405 S.W. Barbur Blvd. One of the spaces will undergo an interior remodel, and the other will undergo shell-only improvements. The applicant is Josh Behr of Ankrom Moisan Architects and the owner is Guardian Capital Management LLC of Mukilteo, Washington. The primary contractor is out to bid.

• A $500,000 alteration permit is under review for a tenant improvement for a new tenant in a two-story space at 404 N.W. 23rd Ave. The applicant is Zac Horton of Faster Permits and the owner is Flanders PDX LLC Et Al. The primary contractor is out to bid.

• A $1,162,330 new construction permit is under review for a three-story, 15-unit apartment building at 6416 N. Montana Ave. The applicant is Kimberly Culver, the contractor is Aria Construction, and the owner is 6416 Montana LLC.

• A $1,500,000 new construction permit is under review for a three-story, five-unit apartment building at 6705 S.E. 14th Ave. The applicant is Mike Coyle of Faster Permits, the contractor is Portland Leeds Living, and the owner is Portland Memorial Inc.

• A $3,505,673 alteration permit is under review for a tenant improvement for Skanska USA Building’s new Portland office on the fourth and fifth floors of an office building at 1010 N.W. Flanders St. The applicant is Lisa Durham of Skanska, the owner is Flanders Venture LLC, and the contractor is Skanska USA Building.

• Four alteration permits with a combined value of $1,103,727 are under review for shell-only landlord work in four different suites of the Sixth+Main building at 1050 S.W.
