A Portland developer is bidding to build a new eight-story apartment building in the Hazelwood neighborhood.

Portland Bureau of Development Services staffers were scheduled to learn more about the proposal for a 0.22-acre parcel, at 9919 N.E. Glisan St., during a on Tuesday. The applicant for the meeting was Mike Bradley of Beacon Builders of Spokane, Washington.

The project, designed by Uptic Studios, also a Spokane-based firm, would have between 98 and 162 residential units. As proposed, the building also would include a lobby, bicycle storage, a ground-floor commercial space, a trash room, an elevator, stair towers and a roof deck. No off-street parking or loading space is proposed.

Portland resident and developer Curtis Rystadt owns the property proposed for development. He also owns and is renovating the historic Otis Hotel building in downtown Spokane. Activity on that project site last year drew $140,000 in fines from the Washington State Department of Labor and Industries, according to articles in the Spokesman-Review newspaper. Those penalties stemmed from alleged mishandling of asbestos abatement work at the site.

Rystadt purchased the property at 9919 N.E. Glisan St. in 2017 for $415,000, according to city of Portland and Multnomah County records.
