  • Early assistance is pending for a new building with three stories above grade, a third-floor mezzanine and basement, with 18 dwelling units and 13 sleeping units, at 7530 N. Interstate Ave. The applicant is Zac Horton of Faster Permits, and the owner is North Portland Apartments LLC.
  • Early assistance is sought for evaluation of options for the vacation of a portion of Southwest Whitaker Street between Southwest 10th Avenue and U.S. Veterans Hospital Road. The vacation is sought in connection to redevelopment of multiple adjacent properties along Southwest U.S. Veterans Hospital Road. The applicant is Christe White of Radler White Parks & Alexander LLP, and the owner is 3321-25 US Veterans Hospital Road LLC, of which Brian Dapp is the sole listed member.
  • Early assistance is sought for reconstruction of an existing wastewater pump station at 5550 N.E. 105th Ave. to meet current city standards. A proposed expansion of the site into a proposed easement on a neighboring property to the north is sought to improve access and operations, and a three-sided concrete masonry unit structure measuring less than 500 square feet would be constructed to protect electrical cabinets from weather. The applicant is Jeff Maag of the Portland Bureau of Environmental Services, and the owner is the city of Portland.
  • Early assistance is sought for a new two-story commercial office building at 3818 N. Vancouver Ave. The structure would be erected to the rear of the 6,000-square-foot property along an alley and behind an existing duplex. The applicant is Doug Skidmore of Beebe Skidmore Architects, and the owners are Melinda and Sigfred Matson.
  • Early assistance is pending for improvements to plaza areas at the World Trade Center campus at 127 S.W. Salmon St. Proposed improvements include infill of existing stairs and creation of level grades to create occupiable spaces, placement of prefabricated and modular systems to increase vegetated cover, creation of additional bike parking, and installation of site furnishings with integrated chargers, an e-scooter station and an interactive kiosk to educate the public on energy. The applicant is Paul Wallman of Portland General Electric, and the owner is 121 SW Salmon St Corp.
  • Early assistance is sought for a food cart lot with a permanent structure and corner to cover a trash/portable toilet area at 440 N.E. 28th Ave. The 4,940-square-foot lot is currently used for surface parking. The applicant is Dave Spitzer of DMS Architects, and the owner is G28 Investments LLC.
  • A Type II design review is sought for a five-story building occupying a quarter-block at the southeast corner of North Montana Avenue and Jessup Street. The site currently has two lots, each with a single-family residence. The new building would contain 11 units, including two at grade. The applicant is Kylie Von Seggern of Works Progress Architecture, and the owners are Matthew Doumitt and Skyline Summit LLC.
  • A Type II design review is pending for renovation of a building at 4040 N.E. Halsey St., a former Orchard Supply Hardware store, for use as a Target store. The building’s footprint will remain the same, and exterior alterations will include façade, design and signage changes. The applicants are Justin Becker of San Diego-based Kimley-Horn & Associates and Heather Sexton of Minneapolis-based Target Corporation, and the owner is Wilshire Lucas Investments LLC of San Jose.
  • A Type III design review with modifications is sought for a seven-story, 215-unit mixed-use building at 1634 S.W. Alder St. The development by Atlanta-based Wood Partners would encompass a half block that currently has surface parking and a two-story commercial building. The applicant is Kurt Schultz of SERA Architects, and the owner is Willamette Waterfront LP.
  • A Type III design review with modifications is pending for a new five-story group living development on the site of the former Tonic Lounge bar and music venue at 3100 N.E. Sandy Blvd. The building will include 114 units with a mix of studios, one-bedroom and two-bedroom floorplans. The top three floors will hold assisted living units, the second floor will hold memory care units, and the ground floor will house active use amenity spaces. The building will also include rooftop amenities and below-grade parking for residents and staff. Modifications are being sought to maximum building length, Sandy Boulevard Plan District height limits in transition zones, and setback landscaping. The applicant is David Howard of Ankrom Moisan Architects, and the owner is Sandy Lot Portland LLC of La Jolla, California.
  • A Type III historic resource review with modifications is sought for a four-story, 19-unit apartment building with a walk-out basement level at 2124 N.W. Flanders St. The above-grade floors would contain outdoor balcony space, and the roof would incorporate an eco-roof and solar panels. No on-site parking is planned. The site currently has a 119-year-old multifamily building that is a noncontributory structure in the Alphabet Historic District. The applicant is Brian Emerick of Emerick Architects, and the owner is 2124 NW Flanders LLC, which is registered to Elliott and Katharine Gansner.
  • A Type III historic resource review with modifications is sought for the renovation and seismic upgrade of the historic Multnomah County Courthouse building at 1021 S.W. Fourth Ave. NBP Capital is planning to convert the building into office space and some ground-floor retail space; the project went before the Historic Landmarks Commission for design advice last month. A modification is sought for the building’s ground-floor windows, and an adjustment is sought to vehicular access. The applicant is Agustin Enriquez of GBD Architects, and the owner is NBP 1021 SW 4th LLC.
  • A Type III historic resource review with modifications is sought for the Unicorn Bed Apartments, a Guerrilla Development project consisting of two three-story multifamily buildings at 2171 N.W. Glisan St. The development is focused on providing compact apartments for single mothers with children, and will include 13 two-bedroom units and a 600-square-foot day care on the basement level. A design advice hearing for the project was held last month by the Historic Landmarks Commission. The applicant is David Horsley of DAO Architecture, and the owner is 2167-2171 NW Glisan LLC.
  • A Type II nonconforming situations review is sought for a parking lot expansion of approximately 88 spaces to serve an existing Costco store at 4849 N.E. 138th Ave. The applicant is Jeff Shoemaker of DOWL, and the owner is Costco Wholesale Corp. of Issaquah, Washington.
  • A Type III zoning map amendment is sought for a zone change in compliance with the comprehensive plan to change a portion of a split-zone site on Northwest 24th Place, just south of Northwest Vaughn Street, from CM1 to CM2. The surface parking lot is part of the 22.45-acre former ESCO Corp. site that was purchased by a group of local developers and investors last year. The applicant is Jennifer Pittsley of owner 1535-A1 LLC, which is managed by a limited liability company registered to Warren Rosenfeld.
