A pre-application conference is sought for a seven-story mixed-use development with 100 affordable housing units at 327 N.W. Sixth Ave. The project would replace an existing 70-unit apartment building (the Westwind Apartments) that the city of Portland purchased last year. The new building will include 70 single-room occupancy transitional housing units, 30 studio apartments, Central City Concern offices and community space. The project is among those to be funded with $11 million from the 2016 affordable housing bond and $4 million from Multnomah County, and is sponsored by Central City Concern and the Native American Rehabilitation Association. The applicant is Adam Hostetler of Works Progress Architecture.
A pre-application conference is sought for construction of a new seismically sound water main under the Willamette River. The steel pipeline will be tunneled beneath the riverbed, connecting the west side header at Southwest Naito Parkway to the east side header at Southeast 10th Avenue and Harrison Street. Construction of the Eastside Shaft is expected to begin next June, and work on horizontal directional drilling at the east end will begin in July 2021. The city last year approved a $73.5 million design-build contract for the project with James W. Fowler Co.
