  • Early assistance is sought to discuss land division for a new two-phase creative office development at 1709 S.E. Third Ave. 鈥淧hase 3鈥 would include the renovation of an existing bow-string truss warehouse with basement-level parking, and 鈥減hase 4鈥 would consist of a six-plus-story mass-timber office building over two levels of underground parking. The applicant is Emily Hays of Hacker, and the owner is Killian Pacific via OEB Investors LLC. The developer in recent years has completed similar projects nearby, including the Clay Creative building on an adjacent block in 2016 and the Clay Pavilion building in 2017.
  • Early assistance is sought for maintenance, security and safety-related improvements to an existing truck/trailer storage facility at 146 N. Gertz Road. The work would include an improved pedestrian crossing of Northeast Gertz Road. The applicant is Lindzi Bishop of Salt Lake City-based Furst Construction, and the owner is Thomasville, North Carolina-based Old Dominion Freight Line Inc.
  • Early assistance is sought for a new community building consisting of 16 independent residences at 1675 N.E. 41st Ave. Currently, the site holds a residential building with commercial use. The new building would include spaces for gathering, fitness, therapy, creation of art, enjoyment of art, meal preparation and family-style dining, art and music therapy studios, and display/gallery spaces. The applicant is Doug Circosta of Doug Circosta Architect, and the owner is Caudaloso LLC; its members are former Oregon state Rep. Mary Nolan and her husband, Mark Gardiner.
  • Early assistance is sought for the renovation of retail spaces in the 鈥榞reenhouse鈥 structure of the New Market Theater at 120 S.W. Ankeny St. Three options are under consideration for the project, which may include reduction or elimination of existing parking, an increase in retail space, and exterior modifications. The applicant is Armin Quilici of Quilici Architecture & Design Inc., and the owner is NBP New Market LLC, which purchased the property for $20,750,000 in 2017 and is managed by NBP Capital.
  • Early assistance is sought for a new three-story, 19-unit mixed-use building at 5905 N. Interstate Ave. The 12,216-square-foot building would include 959 square feet of ground-floor commercial space. The applicant is Jim Toporek of Studio 3 Architecture, and the owner is Dez Development LLC.
  • Early assistance is sought for a comprehensive plan and zoning amendment to change the existing designation of a property at 6729 S.E. 162nd Ave. from R10 to a greater density residential or mixed-use designation. The applicant is Andrew Tull of Beaverton-based 3J Consulting, and the owner is Springwater Stables Arena LLC.
  • Early assistance is sought for an approximately 150-suite retirement residence and other senior-related uses at 3015 S.E. Berkeley Place; currently it鈥檚 a sports club. The applicant is Dan Roach of Lenity Architecture Inc., and the owner is Terry Emmert.
  • Early assistance is sought for the reduction of a 3,929-square-foot Burger King restaurant at 12102 S.E. Division St. to reconfigure the drive-thru lane from a single y-type lane, allowing the entry to be closer to Southeast 119th Avenue and allowing for a second drive-thru pad to the east. The drive-thru canopy is to be demolished, a drive-thru window would be shifted south on the same wall, and exterior elevations would be updated to meet current image standards. The applicant is John Dodson of Santa Monica, California-based Armet Davis Newlove Architects, and the owner is ROIC Oregon LLC of Carlsbad, California.
  • Early assistance is sought for a new assisted living and memory care facility at 10340 S.E. Division St. The building would house between 90 and 120 residents, with memory care on the first floor and assisted living on the upper two floors, as well as a basement containing support services space. An existing medical office building would be replaced as part of the project. The applicant is Joe Zody of Zody Architecture LLC, and the owner is Kane Investment Properties LLC.
  • A pre-application conference is sought for a planned unit development for 12 detached single-family residences at 5936 N.E. 42nd Ave. The applicant is Steve Melkerson of Caliber Homes, and the owner is JSM Equities LLC.
  • A pre-application conference is sought for a performance and education facility for Northwest Children鈥檚 Theater at 2135 N./N.W. 29th Ave. The facility would contain two levels of programming space over one level of partially-below-grade parking. The applicant is Steven Ehlbeck of SERA Architects, and the owner is Cairn Pacific Properties 10 LLC.
  • A pre-application conference is sought for a six-story market-rate senior apartment building with 186 residential units and basement parking at 1650 N.W. 21st Ave. The site, currently used for surface parking, is part of the Con-way Master Plan area. The applicant is Kurt Schultz of SERA Architects, and the owner is PREG NW Portland LLC of San Mateo, California.
  • A pre-application conference is sought for a project to repair exposed sections of a pipeline around the Doane Creek crossing in Forest Park, conduct necessary pipeline maintenance activities within the park, and trim and possibly remove trees to establish aerial views of the site. The applicant is Nicole Rodriguez of Houston, Texas-based Kinder Morgan, and the owner is the city of Portland.
