  • Both design advice and a pre-application conference are sought for the renovation of Dahlke Manor, a nine-story public housing building at 915 N.E. Schuyler St. The renovation will consist of limited exterior repairs, site work, and a new addition to enlarge the existing ground-floor community room on the building’s west side. The applicant is Hali Knight of Peter Meijer Architect, and the owner is Home Forward (listed as Housing Authority of Portland Oregon).
  • Early assistance is sought for construction of a new five-story low-income apartment building with surface parking and a courtyard at 16015 S.E. Stark St. The development is one of nine bond-funded affordable housing projects announced earlier this year by the city of Portland and Multnomah County. The project, by Human Solutions with service partners Lifeworks NW and Refugee Community Organization, will consist of approximately 93 units with one, two or three bedrooms. The applicant is Ben Ott of Holst Architecture, and the owner is Human Solutions Inc.
  • Early assistance is sought for a five-story apartment building with approximately 72 units, 20 ground-floor parking spaces and two community rooms to provide required common space at 5733 N.E. Martin Luther King Jr. Blvd. The 0.37-acre site is currently home to a shuttered car wash. The applicant is Steve Fosler of Fosler Portland Architecture, and the owner is PDX Redevelopment LLC, which is managed by Dan Grunewald.
  • Early assistance is pending for the siting of a one-megawatt ground-mounted solar photovoltaic system at 9110 N.E. Sunderland Ave. The applicant is Evan Ramsey of Bonneville Environmental Foundation, and the owner is Port of Portland Corporate Real Estate.
  • A pre-application conference is sought for a new eight-story, 130,000-square-foot office building constructed of cross-laminated timber at 236 S.E. Grand Ave. The building would be 98 feet, six inches tall and have 39 below-grade parking stalls. An alternate six-story option is also provided. The half-block site, currently occupied by a quarter-block retail building and a quarter-block parking lot, was sold in September to a limited liability corporation affiliated with Sturgeon Development Partners. Earlier this year, co-founder Vanessa Sturgeon revealed that the firm was working on an opportunity zone-funded CLT office project in the Central Eastside Industrial District. The applicant is Robert Thompson of TVA Architects, and the owner is Grand Opportunity LLC.
  • A pre-permit zoning plan check is pending for development of a new public plaza adjacent to the Zoiglhaus Brewing Company space at 5716 S.E. 92nd Ave. To create space for the plaza, an existing single-story retail building would be demolished. The back of the site would include an expansion to the brewery, with a new glass façade to create a more transparent backdrop for the plaza. The new public space would exist on the footprint of the retail building, which formerly held a carpet store, and an existing parking area. It would include a new private street off of Southeast 92nd Avenue that would be designed as a woonerf – serving private cars on weekdays and emergency vehicles. The street would be an extension of the plaza to accommodate community events. The project would include new seating, shade structures, public art, plantings and a water feature. The applicant is Tuan Vu of Propel Studio Architecture, and the owner is Prosper Portland.
  • A Type III design review with modifications is sought for a proposed seven-story, 134-unit residential building at 1835 N. Flint Ave. The building would include an open courtyard, a lobby, a gym, active residential amenity space, four townhouses, tuck-under parking at grade, and six levels of residential units. It would also include a rooftop deck on the seventh floor and shared laundry facilities on every other floor. An adjustment is sought for oriel windows, and modifications are requested for loading parking and bicycle parking. The owner is Michael Nyland. An applicant is not listed, but Jessamyn Griffin of Works Progress Architecture was the applicant for a pre-application conference in October.
