  • Design advice is pending for a seven-story mixed-use building on a quarter-block site at 327 N.W. Sixth Ave. The new building would replace an existing one with 70 residential units (the Westwind Apartments) that the city of Portland purchased last year. The Portland Housing Bureau-funded project would provide 70 short-term, single-room-occupancy units, 30 studio apartments, community space and offices for Central City Concern. The applicant is Adam Hostetler of Works Progress Architecture, and the owner is the city of Portland.
  • Early assistance is sought for a proposed residential development on a 0.45-acre property zoned for high-density use and multiple dwellings at 5415 S.E. Milwaukie Ave. The property currently contains a 2,380-square-foot office building. The development would be located primarily or exclusively landward of a portion of the property that falls within the River Natural overlay zone. The applicant, Blaine Whitney of Columbia Capitol Group LLC, is interested in the city’s comments regarding the location of the top-of-bank line and the application of design guidelines to the project. The owner is Susan La Porte.
  • Early assistance is sought to convert the 108-year-old Mann House at 1021 N.E. 33rd Ave. into an affordable housing complex serving low-income families. The 51,000-square-foot building would be renovated and a 36,000-square-foot addition would be built to create 88 total housing units, including eight with three bedrooms, 35 with two bedrooms and 45 with one bedroom. The project is among those to be funded by a $258.4 million housing bond passed by voters in 2016. The applicant is Keith Daily of Emerick Architects, and the owner is The Movement Center Inc.
  • Early assistance is sought for a four-unit multifamily dwelling at 3405 S.W. Hume St. An existing shop/garage at the site would be removed. The applicant is Ken Eagon of Zeto Homes, and the owner is 1KLR Investments LLC.
  • Early assistance is sought for a new three-story, 18-unit apartment building at 7150 N. Greenwich Ave. An existing house at the site would be demolished. The applicant is Gregg Creighton of Creighton Architecture, and the owner is Thuy Ngoc Wang.
  • Early assistance is sought for a multifamily development with approximately 150 dwelling units on a church property at 208 S.E. 148th Ave. Following the last early assistance meeting for the project held in September, the project team has decided to follow design guidelines instead of community design standards. The applicant is Walter Grodahl of DBG Properties LLC, and the owner is The Northwest Baptist Home Mission.
  • A pre-application conference is sought for construction of a new four-story hotel with ground-floor lobby and commercial space at 1642 N.E. Sandy Blvd. An existing single-story commercial building that houses See See Motor Coffee Co. will partially remain on the site, and the new building will be constructed above and adjacent to it. The applicant is Jared Diganci of Works Progress Architecture, and the owner is George Kassapakis.
  • A pre-application conference is sought for the seismic upgrade and interior remodel of a 12,254-square-foot office building at 537 S.E. Alder St. The art deco building was constructed in 1931 and is a contributing structure in the East Portland Grand Avenue Historic District; the project would require minor exterior changes. The applicant is Jennifer Rinkus of Baysinger Partners Architecture, and the owner is Volunteers of America.
  • A Type II design review is sought for exterior modifications to an existing eight-building, 31-unit townhome project at 10848 S.E. Salmon St. The modifications are to include relocation of existing windows, removal/addition of doors and windows, mirroring of several façade projections, addition of exterior penetrations and reconfiguration of floor plates. The applicant is Kegan Flanderka of Base Design & Architecture LLC, and the owner is Habitat for Humanity Portland/Metro East.
  • A Type III design review is pending for the renovation of the 151,000-square-foot Water Tower office/commercial building at 5331 S.W. Macadam Ave. Exterior work is to include a new paint scheme, new retail storefronts, modifications to existing additions and landscape/site work. The applicant is Justin Kurtz of Scott | Edwards Architecture, and the owner is WL-SKB Water Tower Owner LLC. A partnership between SkanlanKemperBard Companies and Chicago-based WHI Real Estate Partners last year purchased the two-building office property.
  • A Type II historic resource review is sought to amend the design of a mixed-use building with hotel, residential and retail uses on a half-block site at 550 S.E. Martin Luther King Jr. Blvd. The Portland Design Commission in 2017 approved Works Progress Architecture’s design of the building – a joint project between Beam Development and Urban Development + Partners. The proposed amendment removes a tiered seating area at the south end of the site and adds an accessible ramp with a canopy over it, connecting with the adjacent Hotel Chamberlain loading dock, and also adds additional planters and fixed benches for seating. The applicant is Marcus Lima of GBD Architects, and the owner is Burns Bros Inc.
  • A Type 1x land division review is pending for the subdivision of a site at 7550 S.E. Flavel St. The three-parcel partition would include demolition of an existing house for a proposed 17 new dwellings; another existing house and an existing six-plex would remain. The applicants are owner Richard Cassar of Hawaii-based Hal’s Den LLC and Logan Devos of Corvallis-based LT Investments Two LLC.
