• Early assistance is sought for a 40-unit affordable housing development on an unimproved lot at 13445 S.E. Foster Road. The applicant is Andrea Wallace of Ink:Built Design, and the owner is Habitat for Humanity Portland/Metro East.

• Early assistance is sought for a five-story, 30-unit apartment building at 2231 N.W. Pettygrove St. The site, which currently holds a 96-year-old single-family home, was purchased in November 2019 by a limited liability company managed by Equity Advantage. The applicant is Ryan Yoshida of Scott | Edwards Architecture, and the owner is 2231 Pettygrove LLC.

• Early assistance is sought for a four-story, 12-unit apartment building at 4905 N. Vancouver Ave., where a 110-year-old single-family residence sits. The applicant is Ian Roll of Works Progress Architecture, and the owner is Portland Christian Network Services.

• A pre-application conference is sought for changes to Oregon Public Broadcasting’s headquarters building at 7140 S.W. Macadam Ave. OPB is preparing for site improvements to meet a nonconforming Option 2 agreement with the city of Portland, and modifications through design review are needed to perimeter and interior parking lot standards where existing conditions preclude full compliance. The applicant is Debbie Rotich of OPB, and the owner is the Oregon Public Broadcasting Foundation.

• A Type II design review is sought for exterior improvements to Portland State University’s East Hall building at 632 S.W. Hall St. Improvements are to include replacement of exterior windows, exit door and gates, and removal of two original fire escapes. The applicant is Anthony Bohan of PSU Capital Projects & Construction, and the owner is the Oregon State Board of Higher Education.

• A Type II design review is pending for the addition of a new two-story, 3,500-square-foot commercial structure to a property at 3818 N. Vancouver Ave. An existing duplex on the site will not be changed. The applicant is Doug Skidmore of Beebe Skidmore Architects, and the owner is Double Double LLC, of which the sole member is Owen Gabbert.

• Three separate Type II design review requests are sought for development of vacant parcels at the southeast corner of Northeast Martin Luther King Jr. Blvd. and Failing Street. Two separate requests were filed, each for three-story, mixed-use structures. The development would consist of four buildings in total. The applicant is Max Taschek of William/Kaven Architecture, and the owners are multiple limited liability companies associated with VWR Development.
