Harper Houf Peterson Righellis has promoted Kelly Ota to associate. He has played a key role in efforts to provide transportation design, utility design, site grading, stormwater facility design and construction engineering for public and private clients throughout the Portland-metro area. Ota joined the firm in 2012. He has a bachelor鈥檚 degree in civil engineering from Oregon State University.
