  • Design advice is pending for an approximately 11-story hotel with a partial basement on a quarter-block Pearl District site at 539 N.W. 10th Ave. The structure will replace an existing single-story commercial building. The hotel would hold 150-160 guest rooms and total about 90,000 square feet. The applicant is Andrew Smith of Hennebery Eddy Architects, and the owner is the Kalberer Company.
  • Design advice is sought for a six-story apartment building with approximately 186 units at 2250 N.W. Flanders St. The building would replace a medical office building completed in the 1960s. The applicant is Kurt Schultz of SERA Architects, and the owner is Flanders Professional Building LLC.
  • Design advice is pending for a seven-story market-rate apartment building with 180 residential units and basement parking on Block 291E of the Con-way Master Plan area of Northwest Portland, at the southwest corner of Northwest Raleigh Street and 20th Avenue. The applicant is Kurt Schultz of SERA Architects, and the owner is PREG NW Portland LLC, which is registered to the San Mateo, California address of Prometheus Real Estate Group. Schultz in November 2019 sought design review for a six-story project at the site; that application is listed by the city as incomplete and a design review hearing did not occur.
  • Early assistance is sought for construction of a building to serve as an enclosure for a groundwater extraction and treatment (GWET) system on an industrial property at 5528 N.W. Doane Ave. The structure will replace an existing GWET system in operation at the property. The applicant is Christopher Dotson of Arcadis US Inc., and the owner is Phillips 66 Company of Bartlesville, Oklahoma.
  • A pre-application conference is sought for a seven-story market-rate apartment building with 113 units and ground-floor retail space at 306 S.E. Eighth Ave. The Portland Design Commission in 2017 approved designs by SERA Architects for a seven-story, 123-unit building at the site, which currently holds a 74-year-old industrial/office building. The applicant is Kurt Schultz of SERA Architects, and the owner is Specht 306 LLC.
  • A pre-application conference is sought for exterior improvements on the ground floor of the 1000 Broadway office tower at 1000 S.W. Broadway. Proposed work includes adding ground-floor space along Southwest Broadway, exterior canopies and signage revisions. The applicant is Jason Tand of LRS Architects, and the owner is One Thousand Broadway Building LP.
  • A pre-permit zoning plan check is pending for Cathedral Village, a four-story apartment building with 110 affordable family units at 8614 N. Crawford St. The development, by Related NW and Catholic Charities, was one of nine affordable housing projects announced last year by the city of Portland and Multnomah County. Apartments will range in size from studios to three-bedroom units. The building will also have ground-floor residential services and 37 parking spaces. The applicants are Masaye Hoshide of the Portland Housing Bureau and Kristina Hauri of MWA Architects, and the owner is Pacific Equipment Rental Company.
  • A Type II design review is pending for minor exterior modifications to a Wendy’s restaurant building at 1421 N.E. Grand Ave. Improvements will include updating the existing copper mansard canopy, adding two sections of raised parapet and two canopies. The applicant is Jennifer Rinkus of Baysinger Partners Architecture, and the owner is Alta Home Properties LLC of Dublin, Ohio.
  • A Type II design review is sought for exterior alterations to the RiverEast Center at 1515 S.E. Water Ave., including replacement of roll-up doors with storefront and man doors on the west elevation. The applicant is David Quigley of RiverEast Investor LLC, and the owner is the state of Oregon.
  • A Type II design review is sought for a new four-story commercial building at 4051 N. Williams Ave. The building will have three stories of office space over ground-floor retail space, offices, a lobby, and tuck-under parking space. The applicant is Michael Perso of William/Kaven Architecture, and the owner is Ruben J Menashe Inc. Perso is also seeking Type II design reviews with modifications for two new four-story buildings organized around a shared courtyard on adjacent properties at 4039 and 4047 N. Williams Ave.; the owners are Christopher and Laura Frick. All three properties currently hold single-family residential structures.
  • A Type III design review with modifications is pending for a 74-unit mixed-use building at 1137 N.W. 23rd Ave. The building will contain four levels of apartments over ground-floor retail space and one level of below-grade parking. The applicant is Richard Dobrot of GBD Architects, and the owner is CE John Properties 71 LLC.
  • A Type III historic resource review is sought for a new six-story multifamily residential project with two levels of below-grade parking at 1025 S.E. Pine St. The applicant is Megan Zack of Chicago-based Hartshorne Plunkard Architecture, and the owner AJ Capital Partners, also of Chicago, via Troy Laundry Property Holder LLC.
  • A Type III historic resource review is sought for an eight-story office building at 236 S.E. Grand Ave. The project, by Sturgeon Development Partners, last month went before the Historic Landmarks Commission for design advice. The applicant is Bob Thompson of TVA Architects, and the owner is Grand Opportunity LLC.
  • A Type III historic resource review with modifications is sought for the modernization of Benson Polytechnic High School at 546 N.E. 12th Ave. The applicants are Matthew Davis of Architectural Resources Group and Jen Sohm of owner Portland Public Schools.
