Building permits issued for March 30-April 5, 2020

• Two addition permits with a combined value of $500,000 were issued on deferred submittal for work on the Legacy West project at Legacy Emanuel Medical Center, at 2835 N. Kerby Ave. One permit, valued at $200,000, is for a channel glass system, and another permit, valued at $300,000, is for metal stairs. The applicant is Rilyn Lewchuk of contractor Andersen Construction, and the owner is Legacy Emanuel Hospital & Health Center.

• A $570,000 new construction permit was issued on deferred submittal for aluminum storefront and curtain wall at the Raleigh Slabtown mixed-use project under construction at 2222 N.W. Raleigh St. The applicant is Jake Gustafson of contractor R&H Construction, and the owner is 2222 Raleigh LLC of San Mateo, California.

• A $500,000 new construction permit was issued on deferred submittal for post-tensioned slabs on levels two through four of a mixed-use building under construction for developer Greystar at 1725 S.W. Salmon St. The applicant is Hannah Jenkins of contractor Hoffman Construction, and the owner is CI-GS Portland LLC of Charleston, South Carolina.

• An $8,000,000 new construction permit was issued for a seven-story, 38,198-square-foot mixed-use project at 1315 N.W. Johnson St. The building’s first floor will contain retail shell space, and the upper floors will contain 58 apartment units. The applicant is Eric Li of TVA Architects, and the owner is Johnson 13 LLC. No contractor is listed for the project, which was called The Pearl Apartments when it was approved by the Portland Design Commission in 2017.

• A $20,500,000 new construction permit was issued for the PAE Living Building at 151 S.W. First Ave. The five-story, 53,646-square-foot building will utilize cross-laminated timber, composting toilets, and water filtration/reuse to achieve Living Building Challenge certification. The building will house PAE’s Portland office and other office tenants, and include ground-floor retail space. The applicant is Milena Di Tomaso of ZGF Architects and the owner is L-126 LLC. No contractor is listed for the project, but Walsh Construction has previously been reported as the project’s general contractor.

• A $500,000 alteration permit was issued for a voluntary seismic upgrade and landlord work throughout the entire Leftbank building at 240 N. Broadway. The applicant is Mike Coyle of Faster Permits, the contractor is Lorentz Bruun Co., and the owner is LB Owner LLC.

• A $500,000 alteration permit with Tier 1 priority due to the COVID-19 pandemic was issued for modifications to access and staging of an existing auditorium at the OHSU Hospital building at 3181 S.W. Sam Jackson Park Road. The auditorium is to be used as a surge area for patient intake, triage, waiting and treatment. The applicant is Anthony Moreschi of OHSU, the contractor is Fortis Construction, and the owner is the Oregon State Board of Higher Education. A $150,000 mechanical alteration permit was also issued for the project; the contractor is Total Mechanical Inc.

• A $7,000,000 new construction permit was issued for site excavation and shoring in preparation for the new 14-story OHSU Hospital expansion at 3181 S.W. Sam Jackson Park Road. The applicant is Carl Tully of NBBJ, the contractor is Skanska USA Building, and the owner is the state of Oregon.

Facility permit intakes for March 30-April 5, 2020

• A $1,175,664 alteration permit is under review for enplaning and deplaning tenant improvements on concourses C and E at Portland International Airport, 7000 N.E. Airport Way. The permitted work is a deferred submittal for a baggage make-up carousel and modification of existing conveyor lines. The applicant is Randy Dirks of Phoenix, Arizona-based GS Airport Conveyors and the owner is the Port of Portland. No contractor is listed for the project.

• A $1,120,000 alteration permit is under review for a tenant improvement to the Marshall High School campus at 3905 S.E. 91st Ave. The school will be used as a swing site for students while Benson Polytechnic High School undergoes a three-year modernization project. The work at Marshall will include a new accessible walkway and interior demolition and construction of new demising walls for various classrooms and labs. The applicant is Nicholas Sukkau of Portland Public Schools, the contractor is Andersen Construction, and the owner is Portland Public Schools. A $250,000 mechanical alteration permit is also under review for the project; the contractor is Apollo Sheet Metal.

• A $3,012,675 alteration permit is under review for a tenant improvement for Ampere on the seventh and eighth floors of the Tanner Point building at 1250 N.W. Ninth Ave. The work will include new stairs connecting the two floors, as well as new demising walls to create open office, break room, storage, and huddle and phone room space. The applicant is Josh Orona of ZGF Architects, the contractor is Balfour Beatty Construction, and the owner is CSHV 9North LLC of Addison, Texas.

• A $642,100 addition permit is under review for installation of an art glass wall in the lobby of the Multnomah County Central Courthouse building at 1200 S.W. First Ave. The applicant is Thomas Jacobs of Bullseye Glass, the contractor is Hoffman Construction, and the owner is Multnomah County.
