• Early assistance is pending for a tenant improvement project for a new grocery store at 7215 S.W. Garden Home Road. The project would include minor exterior alterations and rooftop mechanical equipment with the intent of avoiding design review. The applicant is Zac Horton of Faster Permits, and the owner is Garden Home Enterprises Inc.

• Early assistance is sought for a 121-unit apartment building at 6825 S.W. 45th Ave., a site that currently holds a single-family residential building. The new structure would be called The Gabriel, and consist of four stories of wood-framed residential space over a concrete basement with 112 parking spaces and two residential units. The applicant is Armin Quilici of Quilici Architecture & Design Inc.; in 2016 he sought early assistance for a 65-unit development at the property. The site and a neighboring unimproved lot measure a combined 0.87 acres, and are both owned by Gabriel 45 LLC, which is registered to developer Jim Winkler.

• Early assistance is pending for a new three-story mixed-use building on an occupied lot at 1460 N.E. Prescott St. The site currently holds a single-story retail building. The applicant is Terry Amundson of Koble Creative Architecture, and the owner is Vallea Properties LLC of Orlando.

• Early assistance is pending for an interior and exterior façade remodel of a vacant building at 10301 S.E. Stark St., including a change of use from a restaurant to a bank. The applicants are Araine Sanders and Adrian Mora of Rocklin, California-based PM Design Group, and the owner is Dunson 205 LLC.

• A pre-application conference is sought for the conversion of the Mann Home, a 51,000-square-foot historic group home at 1021 N.E. 33rd Ave., into an affordable housing complex. The project would include a 36,000-square-foot addition. Another 32,000-square-foot stand-alone building would be added in the future. The renovation, addition and new building would provide a total of 128 new affordable housing units. The applicant is Keith Daily of Emerick Architects, and the owner is The Movement Center Inc. The project is being carried out by affordable housing developer Innovative Housing Inc. The Portland Historic Landmarks Commission is conducting a digital design advice hearing for the project, for which commissioners were given a May 12 response deadline. When those are received, a Bureau of Development Services staff member will compile commission and public comments in a written summary to the applicant.

• A Type II greenway review is sought for construction of an aviation development center for commercial drone operations firm Skyward IO Inc. on an industrial property at 8940 N. Bradford St. The applicants are E. Michael Conners of Hathaway Larson LLP, Michael Hudson of Basking Ridge, New Jersey-based Verizon, and Gary Hucka of Alexandria, Virginia-based Cushman & Wakefield, and the owner is the Port of Portland.
