CONSTRUCTION
Bill Lulay, a longtime Professional Engineer and Professional Land Surveyor, is retiring after serving North Santiam Paving for more than 37 years. During that time, he contributed to more than 100 subdivisions and design-build projects. Lulay previously worked for the Oregon Department of Transportation and was among the first to use its computers in field offices. He also spent time with a large engineering and construction firm as it built a second powerhouse and fish ladder on the Columbia River, as well as five years with a small engineering firm in Salem. Lulay received a degree in engineering from Oregon State University in 1973.
